【摘要】：民國(guó)時(shí)期國(guó)民政府在長(zhǎng)江流域設(shè)立的水利管理機(jī)關(guān)長(zhǎng)江水利工程總局及其前身，一直是長(zhǎng)江流域水利事業(yè)發(fā)展的主導(dǎo)力量。本文通過(guò)對(duì)這一水利機(jī)關(guān)組織機(jī)構(gòu)及其水利管理職能的論述，力圖對(duì)民國(guó)時(shí)期長(zhǎng)江流域水利建設(shè)有一個(gè)較為全面的認(rèn)識(shí)，，力求對(duì)國(guó)民政府的水利政策及水利事業(yè)建設(shè)有一個(gè)客觀公正的評(píng)價(jià)。 1922年，長(zhǎng)江水利工程總局前身?yè)P(yáng)子江水道討論委員會(huì)成立，經(jīng)過(guò)改組歷經(jīng)揚(yáng)子江水道整理委員會(huì)、揚(yáng)子江水利委員會(huì)時(shí)期，最終于1947年成立長(zhǎng)江水利工程總局，該機(jī)構(gòu)雖幾經(jīng)隸屬更迭，但終究是政府主導(dǎo)長(zhǎng)江水利事業(yè)的開(kāi)端，負(fù)責(zé)長(zhǎng)江流域的水利建設(shè)。長(zhǎng)江水利工程總局是民國(guó)時(shí)期建立的新式水利行政機(jī)構(gòu)，其組織機(jī)構(gòu)隨改組變遷逐漸實(shí)現(xiàn)了機(jī)構(gòu)管理的科學(xué)化。長(zhǎng)江水利工程總局也相應(yīng)建立了規(guī)范的會(huì)議規(guī)程制度和日常事務(wù)管理制度，為其機(jī)構(gòu)實(shí)現(xiàn)有效運(yùn)作提供了可靠的保障。該機(jī)構(gòu)組織領(lǐng)導(dǎo)的長(zhǎng)江水利事業(yè)，主要對(duì)長(zhǎng)江河道地形、水文、水準(zhǔn)進(jìn)行了詳細(xì)觀測(cè)，并根據(jù)具體觀測(cè)結(jié)果有針對(duì)性地編制了大量行之有效的水利工程計(jì)劃，同時(shí)在財(cái)力、物力、人力均能保證的條件下完成了一大批影響深遠(yuǎn)的水利工程。此外，該機(jī)構(gòu)針對(duì)長(zhǎng)江豐富的水資源進(jìn)行多方面的開(kāi)發(fā)利用，除傳統(tǒng)的航運(yùn)外，長(zhǎng)江水利工程總局在防洪減災(zāi)、農(nóng)田水利及水力發(fā)電等方面也進(jìn)行了積極有效的嘗試，使長(zhǎng)江水資源能夠充分為人所用。從整體來(lái)看，經(jīng)過(guò)長(zhǎng)江水利工程總局的不懈努力，民國(guó)時(shí)期的長(zhǎng)江水利事業(yè)得到了較大的發(fā)展。 回顧長(zhǎng)江水利工程總局領(lǐng)導(dǎo)下的長(zhǎng)江水利事業(yè)以及該機(jī)構(gòu)在當(dāng)時(shí)所進(jìn)行的積極的水資源開(kāi)發(fā)利用情形，實(shí)能為當(dāng)今水利事業(yè)發(fā)展及水利行政建設(shè)提供借鑒，因此具有積極的現(xiàn)實(shí)意義。
[Abstract]:In the period of the Republic of China, the administration of water conservancy established by the National Government in the Yangtze River Basin and its predecessor has been the leading force in the development of water conservancy in the Yangtze River basin. Through the discussion of the organization of the water conservancy organization and its water conservancy management function, this paper tries to have a more comprehensive understanding of the water conservancy construction in the Yangtze River basin during the period of the Republic of China. In 1922, the Yangzi River Waterway discussion Committee, the predecessor of the Yangtze River Water Conservancy Project Administration, was established, and after being reorganized, the Yangzi River waterway arrangement Committee was established. During the period of Yangzi River Water Conservancy Commission, the Yangtze River Water Conservancy Project General Administration was set up in 1947. Although it has been changed several times, it is the beginning of the government leading the Yangtze River water conservancy project, which is in charge of the water conservancy construction in the Yangtze River Basin. The General Administration of Water Conservancy projects of the Yangtze River is a new type of water conservancy administrative organization established in the Republic of China. Its organization and organization have gradually realized the scientific management of the organization with the change of reorganization. The General Administration of Yangtze River Water Conservancy Project has also set up the standard meeting rules system and the daily affairs management system accordingly, which provides the reliable guarantee for its organization to realize the effective operation. The Yangtze River Water Conservancy Project, which is organized and led by the organization, has mainly made detailed observations on the topography, hydrology and level of the Yangtze River channel, and has compiled a large number of effective water conservancy project plans in accordance with the specific observation results, and has at the same time made financial resources. Material resources, manpower can be guaranteed under the conditions of a large number of far-reaching water conservancy projects. In addition, the agency has carried out various development and utilization of the rich water resources of the Yangtze River. In addition to the traditional shipping, the Yangtze River Water Conservancy Engineering Administration has also made active and effective attempts in the areas of flood control and disaster reduction, farmland water conservancy and hydropower generation. To make the Yangtze River water resources fully available for human use. On the whole, through the unremitting efforts of the Yangtze River Water Conservancy Project Administration, During the period of the Republic of China, the Yangtze River water conservancy industry was greatly developed. The Yangtze River water conservancy undertaking under the leadership of the Yangtze River Water Conservancy Project Administration and the active exploitation and utilization of water resources carried out by the Yangtze River Water Conservancy Administration at that time were reviewed. It can provide reference for the development of water conservancy and the construction of water conservancy administration, so it has positive practical significance.
