【摘要】：晚清以降,蒙藏諸邊遭受著內外而來的雙重危機。外部俄英日等竭力染指侵吞這些地區(qū),內部清廷統(tǒng)治腐敗亦導致了這些地區(qū)部眾生活日益艱難,對清廷統(tǒng)治日漸不滿。為防止“外敵”侵吞邊陲,同時也防止蒙藏諸部分崩離析,清末時人企圖通過“練軍經武”來解決這一危機,編練新軍活動最終被作為傳統(tǒng)藩部地區(qū)新政的重要內容,推上了歷史舞臺。但內部的腐敗無能、財政空虛和藩部王公領主的反對,以及外部殖民勢力的阻撓,均嚴重影響到此項新政的進行,相反這一新政卻成為蒙藏王公領主宣布脫離清廷統(tǒng)治的催化劑。清末蒙藏諸邊編練新軍活動也是在錯誤的時間、錯誤的地點進行的一次錯誤的嘗試,不僅未能有效地解決此時期的邊疆危機,反遭其害,并給此后的這些邊疆地區(qū)帶來了極大的消極影響。
[Abstract]:In the late Qing Dynasty , there were a double crisis in the inner and outside world . The external Russian - British day and so on tried to dye those areas . The internal Qing Dynasty ruled corruption , which led to the increasingly difficult situation in the parts of the region , and also prevented the parts from falling apart . At the end of the Qing Dynasty , the people tried to solve the crisis . At the end of the Qing Dynasty , people tried to solve the crisis . At the end of the Qing Dynasty , people were trying to solve the crisis . At the end of the Qing Dynasty , people tried to make a mistake at the wrong time and wrong place , not only to solve the frontier crisis in the period effectively , to avoid the damage , and to bring about a great negative impact to these frontier areas .
