【摘要】： 清政府在新疆回民起義后未能及時(shí)鎮(zhèn)壓而致使局勢(shì)更加危急,后欲借俄兵助剿。由于俄國(guó)有意侵占伊犁而擁兵居奇,清政府的態(tài)度由最初的借兵數(shù)千,到借兵數(shù)百,又到借俄兵以助聲威,最后借兵助剿未果。伊犁被俄國(guó)侵占后,引發(fā)中俄交涉。因新疆未復(fù),俄國(guó)百般狡賴,并對(duì)伊犁及邊界軍民肆意侵凌。在這段時(shí)間內(nèi),清政府的態(tài)度由最初的口舌之爭(zhēng),到先交后議,又到邊交邊議,交涉無(wú)成效后而又堅(jiān)持定見(jiàn)和力圖自強(qiáng)。由于俄國(guó)的步步緊逼,新疆局勢(shì)的日益惡化,清政府改變了用人態(tài)度,由最初成祿為統(tǒng)帥出關(guān),到諭令金順出關(guān),又到命景廉出關(guān)。由于滿族親貴的無(wú)能,清政府突破了用滿人收復(fù)新疆的慣例,令左宗棠為欽差大臣督辦新疆軍務(wù),為收復(fù)新疆、索還伊犁創(chuàng)造了條件。
[Abstract]:The Qing government failed to suppress the pressure in time after the Xinjiang Hui uprising and caused the situation to be more critical. After the Russian army was willing to help and suppress the troops, the Qing government had to borrow thousands of soldiers, to borrow hundreds of soldiers, to lend the soldiers to help, and to help them to help and suppress them. After the Russian invasion, the Yili was invaded by Russia and triggered the Sino Russian Exchange. In this period of time, the attitude of the government of the Qing government was from the initial argument, to the first negotiation, to the discussion, and to the unfruitful negotiations, and the unproductive negotiations and the efforts to strengthen the Xinjiang. The use of human attitude, from the original Lu as commander in chief of the customs, to the order of King Jin Shun out of customs, and to the life of Guan Lian out of customs. Because of the incompetence of the Manchu Family, the Qing government broke through the practice of recovering Xinjiang with full people, ordered Zuo Zongtang to supervise Xinjiang military affairs for the Minister of the emperor and created conditions for the recovery of Xinjiang and Yili.
