【摘要】： 俗稱(chēng)千島湖的新安江水庫(kù),于1958年開(kāi)工建設(shè),工程產(chǎn)生了新中國(guó)第一批大型工程移民,其中淳安縣移民人數(shù)多達(dá)28萬(wàn)。建國(guó)初,政府通過(guò)一系列急風(fēng)暴雨似的政治運(yùn)動(dòng)樹(shù)立了牢不可破的權(quán)威,通過(guò)人民公社建立了對(duì)農(nóng)村基層無(wú)孔不入的控制,籍此在最短的時(shí)間里成功完成了庫(kù)區(qū)移民工作。然而,移民安置工作是在“大躍進(jìn)”及“三年困難時(shí)期”等特殊歷史背景下開(kāi)展的,很快偏離了原先的規(guī)劃,準(zhǔn)備不充分,執(zhí)行不到位,出現(xiàn)了許多不穩(wěn)定因素,移民和老社員沖突不斷,部分移民甚至開(kāi)始回流。由于政策上的失誤,移民在遷移之后不久生活上遭遇到了極大的困難,有的還被迫進(jìn)行二次遷移。移民通常會(huì)遭遇的困難被當(dāng)時(shí)錯(cuò)誤政策導(dǎo)致的大饑荒放大了,使得新安江水庫(kù)移民愈發(fā)懷念故土和原來(lái)的生活方式,而將當(dāng)時(shí)遭遇到的不幸和痛苦全都遷怒到移民這一事件上。
[Abstract]:The Xinanjiang Reservoir, commonly known as Qiandao Lake, began construction in 1958. The project produced the first batch of large project migrants in New China, including 280000 migrants in Chun'an County. At the beginning of the founding of the people's Republic of China, the government established an unbreakable authority through a series of stormy political movements, and established an all-pervasive control over the rural grassroots through the people's commune, thus successfully completing the resettlement work in the reservoir area in the shortest possible time. However, the resettlement work was carried out against the background of the "Great Leap forward" and the "three-year difficult period", which quickly deviated from the original plan, was not well prepared, was not implemented in place, and many unstable factors emerged. Immigrants and old members of the conflict, some immigrants even began to return. As a result of policy mistakes, immigrants encountered great difficulties in their lives soon after the migration, and some were forced to carry out second migrations. The difficulties often encountered by immigrants were magnified by the famine caused by the wrong policies at the time, making the Xin'anjiang Reservoir migrants more nostalgic of their homeland and their original way of life, and all the misfortunes and sufferings they encountered at that time were turned on to the incident.
