【摘要】： 1937年上海淪陷之后,日本侵略者為了達(dá)到“以戰(zhàn)養(yǎng)戰(zhàn)、以華制華”的目的,曾經(jīng)先后扶植偽大道政府、偽市政督辦公署和偽上海特別市政府等上海地方偽政權(quán),實(shí)行長(zhǎng)達(dá)八年的反動(dòng)反人民統(tǒng)治,其時(shí)間持續(xù)之久、殘酷性之強(qiáng)、欺騙性之大,令人發(fā)指。本文作為上海偽政權(quán)發(fā)展三部曲中的最后一部,也是偽上海特別市政府研究的第二階段,以1940年11月到1944年10月、由陳公博擔(dān)任偽上海市長(zhǎng)四年時(shí)間內(nèi)的偽上海特別市政府進(jìn)行一番深入研究,對(duì)于這一時(shí)期的偽市府作一個(gè)完整的梳理和評(píng)述。 本篇論文基本結(jié)構(gòu)不以傳統(tǒng)的時(shí)間發(fā)生先后為順序,而是以陳公博任偽市長(zhǎng)后頒布各項(xiàng)統(tǒng)治政策和所開展的具體活動(dòng)為依據(jù),主要從政治統(tǒng)治、機(jī)構(gòu)設(shè)置、軍事警備制度、戰(zhàn)時(shí)統(tǒng)制經(jīng)濟(jì)、媚日奴化教育、開展恐怖活動(dòng)和上海租界權(quán)力爭(zhēng)奪等方面作一番系統(tǒng)的研究與探討,通過評(píng)述來理清一個(gè)比較清晰的脈絡(luò),并針對(duì)當(dāng)時(shí)國(guó)際國(guó)內(nèi)背景,偽市府前后政權(quán)的交替更迭,偽市府與日軍、南京汪偽國(guó)民政府三者關(guān)系等進(jìn)行補(bǔ)充介紹,以使整篇文章更加完整和充實(shí)。在行文的過程中,不僅把偽上海特別市政府的重要的特征寫出,還要注重上海地方特色,概括這一時(shí)期偽上海特別市政府與它前任的區(qū)別與聯(lián)系,并力所能及地總結(jié)出新的發(fā)展特點(diǎn)。通過撰寫此論文,廣泛搜集檔案史料著作,既可以把散落各處的資料進(jìn)行整理,又可以對(duì)這段時(shí)間內(nèi)上海偽政府的發(fā)展?fàn)顩r作深入研究,來填補(bǔ)學(xué)術(shù)界對(duì)于描述這段歷史的一些空白。
[Abstract]:After the fall of Shanghai in 1937, the Japanese aggressors, in order to achieve the goal of "keeping the war with war and using China to make China", had successively supported the pseudo-highway government, the pseudo-municipal superintendency office, and the pseudo-Shanghai special municipal government, and other local pseudo-regimes in Shanghai. Eight years of reactionary anti-people rule lasted for a long time, brutal, deceptive and heinous. As the last part of the trilogy on the development of the pseudo-regime in Shanghai, this paper is also the second stage of the study of the pseudo-Shanghai Special Municipal Government, from November 1940 to October 1944. The pseudo-Shanghai Special Government, which was appointed by Chen Gongbo as the pseudo-Shanghai mayor for four years, has made a thorough study and made a complete review and comment on the pseudo-city government in this period. The basic structure of this paper is not in the order of traditional time, but on the basis of the promulgation of various ruling policies and the specific activities carried out after Chen Gongbo became the pseudo-mayor, mainly from the aspects of political rule, institutional setting up, military police system. Through a systematic study and discussion on the aspects of controlling economy in wartime, courting Japan's enslavement, carrying out terrorist activities and scrambling for power in Shanghai concession, we can clarify a relatively clear context through comments, and aim at the international and domestic backgrounds at that time. In order to make the whole article more complete and substantial, the alternate change of political power before and after the pseudo-city government, the relations between the pseudo-city government and the Japanese army and the Nanking Wang pseudo-national government were introduced in order to make the whole article more complete and substantial. In the process of writing, not only the important features of the pseudo-Shanghai Special Government are written out, but also the local characteristics of Shanghai are paid attention to, and the differences and connections between the pseudo-Shanghai Special Government and its predecessor are summarized in this period. And can sum up the new development characteristics. By writing this paper and extensively collecting archives and historical materials, we can not only sort out the scattered materials, but also make an in-depth study of the development of the pseudo-government in Shanghai during this period. To fill in some gaps in academic circles that describe this history.
