民辦淮南煤礦研究(1928-1937)

【摘要】:淮南煤礦是南京國(guó)民政府前期經(jīng)營(yíng)最為成功的國(guó)有煤礦企業(yè)。自1930年3月創(chuàng)辦至1937年7月企業(yè)私營(yíng)化改制,淮南煤礦崛起于淮河流域,一躍成為國(guó)民政府投資煤礦領(lǐng)域最大的國(guó)有煤礦和經(jīng)營(yíng)最成功的典型,并由此奠定了淮南作為工礦城市的基礎(chǔ),同時(shí)也推動(dòng)了皖北、皖南與長(zhǎng)三角經(jīng)濟(jì)區(qū)域經(jīng)濟(jì)的融合。官辦淮南煤礦成功原因是多方面的。一方面優(yōu)質(zhì)的煤炭資源、優(yōu)越的地理位置以及經(jīng)濟(jì)發(fā)達(dá)的長(zhǎng)三角地區(qū)對(duì)煤炭的大量需求為淮南煤礦的發(fā)展創(chuàng)造了得天獨(dú)厚的條件。另一方面獨(dú)特的經(jīng)營(yíng)戰(zhàn)略與管理之道則是淮南煤礦成功經(jīng)營(yíng)的“至勝法寶”。在短短七年多時(shí)間里,官辦淮南煤礦除了積極爭(zhēng)取政府企業(yè)稅收優(yōu)惠外,還憑借其多元化的融資渠道、多樣化的市場(chǎng)銷售模式、一體化路礦發(fā)展戰(zhàn)略以及管理方面實(shí)施專家治礦、以法治礦、人性化管理等措施使其成為上世紀(jì)三十年代國(guó)民政府最具現(xiàn)代管理色彩的官辦企業(yè)之一;茨厦旱V雖屬國(guó)民政府的官辦企業(yè),但在創(chuàng)辦人張靜江的運(yùn)籌下,淮南煤礦蒙上了一層濃厚的“民營(yíng)”色彩,這也正是淮南煤礦能夠擺脫以往官辦陳腐氣息,采用現(xiàn)代企業(yè)管理戰(zhàn)略與手段原因之所在。官辦淮南煤礦的成功也從一個(gè)側(cè)面證實(shí)了企業(yè)所有權(quán)與經(jīng)營(yíng)權(quán)分離的可行性,為現(xiàn)代企業(yè)改革提供了一個(gè)值得借鑒和思考的范例。當(dāng)然,由于政權(quán)性質(zhì)的限制,社會(huì)組織和個(gè)人在民國(guó)時(shí)期國(guó)民政府所屬企業(yè)中可施展的空間還是很有限的,這也是為什么當(dāng)南京國(guó)民政府以打著私有化旗號(hào)插手淮南煤礦私有化改制加強(qiáng)對(duì)現(xiàn)有資源整合控制時(shí),一向主張企業(yè)民營(yíng)的張靜江亦無(wú)力反抗并逐漸遠(yuǎn)離南京政府政治中心,淮南煤礦也由此“輝煌不再”原因之所在。
[Abstract]:Huainan Coal Mine is the most successful state-owned coal mining enterprise in Nanjing National Government. From its inception in March 1930 to the privatization of enterprises in July 1937, Huainan Coal Mine rose in the Huaihe River Basin, and became the most successful example of state-owned coal mine investment and management by the National Government. It lays the foundation of Huainan as an industrial and mining city, and promotes the integration of the regional economy of northern Anhui, southern Anhui and Yangtze River Delta. There are many reasons for the success of Huainan coal mine. On the one hand, the high quality coal resources, the superior geographical location and the large demand for coal in the economically developed Yangtze River Delta area have created the unique conditions for the development of Huainan coal mine. On the other hand, the unique management strategy and management is Huainan Coal Mine's successful management of the "to win magic weapon." In a short period of more than seven years, in addition to actively striving for tax concessions for government enterprises, the government-run Huainan Coal Mine has also relied on its diversified financing channels and diversified marketing patterns. The integrated road mine development strategy and the management aspect implements the expert to govern the mine, with the rule of law mine, the humanized management and so on the measure and so on, causes it to become one of the government enterprises with the most modern management color of the national government in the 1930s. Although Huainan Coal Mine is a government-run enterprise of the National Government, with the operation of founder Zhang Jingjiang, Huainan Coal Mine has a strong "private" color. This is precisely the way Huainan Coal Mine can get rid of the old official stale atmosphere. The reason for adopting modern enterprise management strategy and means. The success of government-run Huainan coal mine also proves the feasibility of separating enterprise ownership and management right from one side, and provides a good example for modern enterprise reform. Of course, due to the limitations of the nature of political power, the space available to social organizations and individuals in enterprises owned by the National Government during the Republic of China was still very limited. This is why when the Nanjing National Government intervened in the privatization reform of Huainan Coal Mine under the banner of privatization to strengthen the integration and control of existing resources, Zhang Jingjiang, who has always advocated private enterprises, was unable to resist and gradually moved away from the political center of the Nanjing government. Huainan coal mine also from this "brilliant no longer" reason.
