【摘要】：晚清以來(lái),中國(guó)的近代化進(jìn)程是全方位展開(kāi)的,在官方和民眾個(gè)體的視角之外,社會(huì)團(tuán)體組織的近代化也應(yīng)是其中的重要一環(huán)。由于獨(dú)特的自然和人文環(huán)境,徽商的同鄉(xiāng)團(tuán)體發(fā)展較為引人注目。其中,正式創(chuàng)建于1924年之歙縣(徽州府治所)旅滬同鄉(xiāng)組織則較為典型,從一個(gè)側(cè)面反映了在時(shí)代變遷的大背景下,中國(guó)的非政府、非盈利社會(huì)團(tuán)體組織的面貌。其組織結(jié)構(gòu)和主要活動(dòng)都體現(xiàn)了鮮明的向近代化過(guò)渡的色彩,充分的發(fā)揮了官方和市場(chǎng)之外的第三域組織的力量,為經(jīng)濟(jì)社會(huì)發(fā)展起到了重大作用。 本文以對(duì)歙縣旅滬同鄉(xiāng)會(huì)的研究為切入點(diǎn)。在同鄉(xiāng)會(huì)的組織結(jié)構(gòu)方面,著重考察其人事制度與財(cái)經(jīng)制度；在社會(huì)公益活動(dòng)方面,對(duì)禁毒、賑災(zāi)和協(xié)助桑梓維權(quán)方面分別進(jìn)行分析；經(jīng)濟(jì)、政治和文化教育等方面的內(nèi)容則從具體活動(dòng)入手,再?gòu)目傮w上加以概括。同鄉(xiāng)會(huì)的成立緣起于對(duì)災(zāi)害的賑濟(jì)。其組織制度與結(jié)構(gòu)方面,無(wú)論是領(lǐng)袖產(chǎn)生還是財(cái)經(jīng)管理制度,都體現(xiàn)了較為鮮明的近代化的組織學(xué)原理。其所從事的社會(huì)、經(jīng)濟(jì)、文化等方面的諸多方面的活動(dòng),其投注于個(gè)人權(quán)益保護(hù)、人文自然環(huán)境維護(hù)方面的目光,以及其處理問(wèn)題時(shí)所采取的策略與行動(dòng)則大都蘊(yùn)含著近代化的理念。該同鄉(xiāng)會(huì)不僅在物質(zhì)層面上為故鄉(xiāng)提供了大量的幫助支持,也對(duì)歙縣在社會(huì)、文化、政治、經(jīng)濟(jì)等方面的近代化起到了重要的指引作用。在此基礎(chǔ)上可以得出,由于能夠發(fā)揮獨(dú)特的優(yōu)勢(shì),第三域組織在近代化的過(guò)程中是可以起到極大的促進(jìn)作用的。所以,思考其借鑒作用,以期有助于當(dāng)前我國(guó)非政府、非盈利社會(huì)團(tuán)體組織的發(fā)展是大有必要的。
[Abstract]:Since the late Qing Dynasty, China's modernization process has been carried out in all directions, and the modernization of social organizations should also be an important part of it from the perspective of the government and the individual people. Because of the unique natural and humanistic environment, Huizhou merchants'community development is more noticeable. Among them, the official establishment of Shexian County (Huizhou Fuzhi Institute) in 1924 is more typical, which reflects the appearance of non-governmental and non-profit social organizations in China under the background of the change of the times. Its organizational structure and main activities both reflect the distinctive color of the transition to modernization, fully exert the power of the third domain organization outside the official and market, and play an important role in the economic and social development. This paper is based on the study of the Shanghai Association in Shexian County. In terms of the organizational structure of the association, it focuses on its personnel system and financial system; on social public welfare activities, it analyzes respectively the aspects of drug control, disaster relief and assistance to Sangzi's rights; and the economy, Political and cultural education and other aspects of the content from the specific activities, and then summarized from the overall. The establishment of the local association originated from the relief of the disaster. In terms of organization system and structure, both leader generation and financial management system embody distinct modern organizational principles. He engaged in social, economic, cultural and other aspects of activities, its investment in the protection of personal rights and interests, the preservation of the human natural environment vision, Most of the strategies and actions taken in dealing with problems contain the concept of modernization. The association not only provided a lot of help and support for her hometown on the material level, but also played an important guiding role in the modernization of society, culture, politics and economy in Shexian County. On this basis, it can be concluded that because of its unique advantages, the third domain organization can play a great role in the process of modernization. Therefore, it is necessary to think about its reference function in order to help the development of non-governmental and non-profit social organizations in our country.
