【摘要】： 盟旗制度與市縣制度是現(xiàn)階段在內(nèi)蒙古地區(qū)并存的兩種政治結(jié)構(gòu)和行政區(qū)劃。學(xué)界在對(duì)于內(nèi)地行政區(qū)劃和地方政治結(jié)構(gòu)的熱烈討論過(guò)程中很少涉及內(nèi)蒙古這一少數(shù)民族自治區(qū)的政治結(jié)構(gòu)。而對(duì)于內(nèi)蒙古盟、市兩種制度的考量大部分集中在歷史學(xué)層面上。因此,從區(qū)域政治的視角對(duì)內(nèi)蒙古地區(qū)的盟市制度做系統(tǒng)的研究,一方面可以在理論層面上充實(shí)我國(guó)民族自治區(qū)區(qū)域政治結(jié)構(gòu)的相關(guān)理論,更好的實(shí)現(xiàn)我國(guó)民族區(qū)域自治理論關(guān)于民族地區(qū)政治結(jié)構(gòu)發(fā)展的構(gòu)想；另一方面在實(shí)踐層面可以在內(nèi)蒙古地區(qū)區(qū)域經(jīng)濟(jì)一體化和城鎮(zhèn)化不斷發(fā)展的今天,為其區(qū)域政治結(jié)構(gòu)今后的發(fā)展提出新的建議。 本文共分四章內(nèi)容。第一章和第二章的重點(diǎn)論述了清朝至建國(guó)前內(nèi)蒙古地區(qū)區(qū)域政治制度的演進(jìn)。自清朝開始,蒙古地區(qū)建立了比較完備的盟旗政治體制,這種政治體制在建立和發(fā)展時(shí)期比較好的與蒙古部族政治傳統(tǒng)相結(jié)合,較好的維護(hù)了清政府在蒙古地區(qū)的統(tǒng)治,清朝后期到建國(guó)前是蒙古地區(qū)政治結(jié)構(gòu)動(dòng)蕩時(shí)期,傳統(tǒng)盟旗制度由于種種原因名存實(shí)亡,中央政府開始在蒙古地區(qū)引入內(nèi)地政區(qū)模式,試圖加強(qiáng)對(duì)蒙地的統(tǒng)治。這又導(dǎo)致了蒙古地方勢(shì)力與中央政府的權(quán)力博弈。 第三章集中論述了內(nèi)蒙古地區(qū)建國(guó)后所建立的新型盟旗、市縣二元政治結(jié)構(gòu)。該二元政治結(jié)構(gòu)一方面改革了原有盟旗制度,使其由封建王公地方勢(shì)力轉(zhuǎn)變?yōu)閲?guó)家地方行政區(qū)劃和政府機(jī)構(gòu)；另一方面隨著內(nèi)蒙古地區(qū)的現(xiàn)代化和城鎮(zhèn)化,市縣制度也建立起來(lái)。兩種制度的交錯(cuò)并行又反映了內(nèi)蒙古現(xiàn)代化進(jìn)程和城鎮(zhèn)化不斷加快的現(xiàn)實(shí),是在一定程度上對(duì)內(nèi)蒙古作為民族地區(qū)特有政治文化傳統(tǒng)的繼承。 第四章主要論述了上世紀(jì)80年代開始在內(nèi)蒙古地區(qū)進(jìn)行的撤盟建市改革的原因、過(guò)程及其影響。在此基礎(chǔ)上,本文對(duì)內(nèi)蒙古政區(qū)改革提出了新的建議,內(nèi)蒙古地區(qū)的政區(qū)改革脫離不了民族性和區(qū)域政治發(fā)展的范疇,現(xiàn)存的二元政治體制與撤盟建市改革又各有弊端。因此,在下一階段的改革過(guò)程中內(nèi)蒙古應(yīng)在保持蒙古民族特有政治文化的基礎(chǔ)上整合現(xiàn)有政治結(jié)構(gòu)的優(yōu)勢(shì),并依據(jù)自身的政治結(jié)構(gòu)特征進(jìn)行改革。
[Abstract]:The union flag system and the city and county system are two kinds of political structure and administrative division that coexist in the Inner Mongolia area at the present stage. In the process of heated discussion on the administrative division and the local political structure of the mainland, the academic circles rarely involve the political structure of the ethnic minority autonomous region in Inner Mongolia. For the Inner Mongolia League, the two systems of the city are considered most. It is focused on the historical level. Therefore, from the perspective of regional politics, the system of the Inner Mongolia region is systematically studied. On the one hand, we can enrich the relevant theories of the regional political structure of our national autonomous region on the theoretical level, and better realize the conception of the development of the political structure of ethnic regions in our national regional self governance theory. On the other hand, in the practical level, the regional economic integration and urbanization in Inner Mongolia are developing continuously, and new suggestions are put forward for the future development of the regional political structure.
This article is divided into four chapters. The first and second chapters focus on the evolution of the regional political system in Inner Mongolia region before the Qing Dynasty and before the founding of the people's Republic of China. Since the Qing Dynasty, the Mongolia region has established a relatively complete political system of the league flag. This political system is better in the period of the establishment and development of the political tradition of the Mongolia tribe, and the better dimension of the political system. To protect the government of the Qing government in the Mongolia region, the late Qing Dynasty to the founding of the people's Republic of China was the period of political turmoil in Mongolia, and the traditional flag system, because of a variety of reasons, began to introduce the mode of the mainland political area in the Mongolia area, trying to strengthen the rule of the Mongolia. This also led to the power of the local forces in Mongolia and the central government. Play a game.
The third chapter focuses on the new alliance banner established after the founding of the Inner Mongolia region and the two yuan political structure of the city and county. The two yuan political structure reformed the original system of the league flag on the one hand, and transformed it from the local power of the feudal Wang Gong into the national local administrative division and the government institution, and the other side with the modernization and urbanization of the Inner Mongolia area. The city and county system has also been established. The interlacing and parallel of the two systems reflects the fact that the process of modernization and urbanization in Inner Mongolia is accelerating, and to a certain extent, the inheritance of Inner Mongolia as a unique political and cultural tradition in the ethnic areas.
The fourth chapter mainly discusses the reasons, the process and the influence of the reform of the withdrawal and construction of the city in the Inner Mongolia region in the 80s of last century. On this basis, this paper puts forward some new suggestions on the reform of Inner Mongolia's political District, and the reform of the political area in Inner Mongolia can not be separated from the category of national and regional political development and the existing two yuan political system. Therefore, in the course of the next stage of reform, Inner Mongolia should integrate the advantages of the existing political structure on the basis of maintaining the unique political culture of the Mongolia ethnic group and carry out reform according to its own political structure characteristics.
