【摘要】:鄉(xiāng)村治理問題是當(dāng)今社會(huì)發(fā)展的重要問題,這一問題能不能解決好,事關(guān)我國能否順利實(shí)現(xiàn)現(xiàn)代化。本文以英租時(shí)期威海衛(wèi)的鄉(xiāng)村治理為研究對(duì)象,使用檔案、方志等地方資料,探討近代威海衛(wèi)鄉(xiāng)村社會(huì)治理模式的變化,總結(jié)其經(jīng)驗(yàn)教訓(xùn),為進(jìn)一步的研究提供參考。 英國租占威海衛(wèi)之前,威海衛(wèi)的鄉(xiāng)村治理是在傳統(tǒng)宗族、鄉(xiāng)紳、和村董的聯(lián)合下進(jìn)行的。英國租占為威海衛(wèi)之初,由于忙于劃界和鎮(zhèn)壓人民的抗英斗爭(zhēng),無暇顧及鄉(xiāng)村事務(wù)。當(dāng)在威海站穩(wěn)腳跟后,英殖民者便對(duì)威海衛(wèi)傳統(tǒng)的鄉(xiāng)村治理模式進(jìn)行改革,進(jìn)而全面推行總董制。英殖民后期,威海各界要求地方自治的呼聲日益強(qiáng)烈,英殖民政府迫于無奈,只能順應(yīng)浪潮,推行地方自治。 值得注意的是,英殖民者進(jìn)駐威海衛(wèi)之后,并沒有全盤否定威海當(dāng)?shù)貍鹘y(tǒng)的文化,而是運(yùn)用“因其俗,循其制”的治理辦法,在保留威海衛(wèi)鄉(xiāng)村自我管理傳統(tǒng)的基礎(chǔ)上,融合英國的法治觀念,從而形成了獨(dú)特的鄉(xiāng)村治理模式,并且取得較為理想的治理效果。雖然這種治理模式與現(xiàn)代意義上的鄉(xiāng)村自治大相徑庭,但它的成功告訴我們:如果要盡量避免鄉(xiāng)村治理模式轉(zhuǎn)型中可能出現(xiàn)的動(dòng)蕩和不穩(wěn)定,就要最大限度地挖掘與利用現(xiàn)有的本土資源,尊重傳統(tǒng)文化,這不僅與現(xiàn)代文明不相矛盾,而且還可以促進(jìn)社會(huì)主義的全面建設(shè)。
[Abstract]:The problem of rural governance is an important problem in the development of today's society. Can this problem be solved well and the success of our country's modernization. This paper, taking the rural governance of Weihai Wei in the British renting period as the research object, uses the archives and local records to discuss the changes in the social governance mode of the modern Weihai village and summarizes its experience and lessons. Provide reference for further research.
Before the British rent and occupation of the Weihai guards, the rural governance of the Weihai Wei was carried out by the combination of the traditional clans, the gentry and the village directors. The British rents were occupied at the beginning of the Weihai Wei. As they were busy demarcation and repression of the people's struggle against Britain, they had no time to take care of the rural affairs. After a steady heel in Weihai, the British colonists had entered the traditional rural governance model of Weihai Wei. In the later period of British colonization, the call for local autonomy in Weihai was increasingly strong, and the British colonial government was forced to follow the tide and carry out local autonomy in the late colonial period.
It is worth noting that, after the British colonists entered the Weihai guard, they did not completely negate the traditional culture of the local Weihai. Instead, they used "the custom of their custom, according to the system", and, on the basis of preserving the self-management tradition of the Weihai village, formed a unique mode of rural governance by integrating the concept of the rule of law in the UK and obtained a more unique mode of rural governance. Although the governance model is quite different from the rural autonomy in the modern sense, its success tells us that if we want to avoid the possible turbulence and instability that may occur in the transformation of the rural governance model, we should maximize the use of existing local resources and respect the traditional culture, not only with the modern world, but not only with the modern world. Civilization is not contradictory, but it can also promote the overall construction of socialism.
