【摘要】：游民古已有之,且游民問題備受歷代統(tǒng)治者所關(guān)注。改革開放以來游民問題的泛起引起了社會的關(guān)注。中華人民共和國成立初期,舊中國遺留下來的小偷、乞丐、妓女等大量游民成為社會的不穩(wěn)定因素,引起了黨和國家領(lǐng)導(dǎo)人的高度重視,并開始了大規(guī)模的游民收容改造安置運動。本文以甘肅為個案,對20世紀(jì)50年代甘肅游民改造安置的全過程進(jìn)行了研究和探討,以求為當(dāng)前解決游民問題提供某些借鑒。全文共分為三部分: 引言部分。旨在提出較為明晰的分析框架。主要回顧了近些年來學(xué)術(shù)界對游民及游民問題的研究成果及本文的選題意義和研究方法。 正文部分。第一章探討了20世紀(jì)50年代甘肅游民的歷史淵源。首先分析了近代以來中國的游民及游民問題,進(jìn)而引出20世紀(jì)50年代甘肅的游民及游民問題,并分析了其產(chǎn)生的多種因素,如經(jīng)濟因素、自然災(zāi)害因素等。第二章則從數(shù)量、構(gòu)成、分布、特征四個方面入手,深入剖析了20世紀(jì)50年代甘肅游民的概況,進(jìn)而說明20世紀(jì)50年代甘肅進(jìn)行游民改造安置的必要性。第三章是論文的主體部分。指出了20世紀(jì)50年代甘肅游民的收容形式;在改造政策方面,敘述了政府根據(jù)游民的自身特點所實施的“思想政治教育與勞動生產(chǎn)教育相結(jié)合”、“收容改造與安置就業(yè)相結(jié)合”等方針政策;對于游民改造的全過程,則重點分析了游民改造過程中的成功組織與領(lǐng)導(dǎo)和改造后的就業(yè)安置問題,最終成為社會主義的新人,并舉實例進(jìn)行了說明。第四章主要對20世紀(jì)50年代甘肅游民改造安置進(jìn)行了歷史評價。既對游民改造所取得的成績給予了充分肯定,又指出了游民改造過程中的不足。 最后為結(jié)語部分。對文章進(jìn)行總結(jié),同時指出今天的游民化傾向問題,希望越來越多的人關(guān)注游民及游民問題。
[Abstract]:The Traveller has existed in ancient times, and the problem of Traveller has been concerned by the rulers of all dynasties. Since the reform and opening up, the widespread rise of the problem of vagrants has attracted the attention of the society. In the early years of the founding of the people's Republic of China, a large number of vagrants, such as thieves, beggars and prostitutes left over from old China, became unstable factors in society, which aroused the great attention of the party and state leaders. And began a large-scale resettlement and shelter of the homeless movement. Taking Gansu as an example, this paper makes a study and discussion on the whole process of Gansu Traveller Reform and Resettlement in the 1950s, in order to provide some reference for solving the problem of Traveller at present. The full text is divided into three parts: Introduction The purpose of this paper is to put forward a clear analytical framework. This paper mainly reviews the research results of Traveller and Traveller in recent years and the significance and research methods of this paper. Body part The first chapter discusses the historical origin of Gansu Traveller in the 1950's. This paper first analyzes the problems of travellers and vagrants in China since modern times, and then leads to the problems of travellers and vagrants in Gansu in the 1950s, and analyzes many factors, such as economic factors, natural disasters and so on. The second chapter analyzes the general situation of Gansu Traveller in the 1950s from the aspects of quantity, composition, distribution and characteristics, and further explains the necessity of the reform and resettlement of the vagrants in Gansu in the 1950s. The third chapter is the main part of the thesis. This paper points out the form of reception of Gansu vagrants in the 1950s, and in the aspect of reform policy, narrates the combination of ideological and political education and labor and production education implemented by the government according to the characteristics of the vagrants. For the whole process of the reform of the vagrants, the successful organization and leadership in the process of the reform of the vagrants and the employment and placement after the transformation are analyzed, and finally the new socialist people become new people. An example is also given to illustrate it. The fourth chapter mainly carries on the historical appraisal to the 20 th century 50 s Gansu Traveller transformation resettlement. It not only affirms the achievements of the Traveller Reform, but also points out the shortcomings in the process of Traveller Reform. The last part is the conclusion. At the same time, it points out the problem of the tendency of Traveller, and hopes that more and more people will pay attention to the problem of Traveller and Traveller.
