【摘要】：作者利用相關檔案資料及前人研究成果,對庫倫開設駐京文報局、改用郵局傳遞文報一事進行資料整理和史實考述,涉及到庫倫開設駐京文報局的時代背景、先決條件、署庫倫辦事大臣三多等人奏設駐京文報局以及開設文報局所引發(fā)的陸軍、郵傳二部的爭執(zhí)等問題。
[Abstract]:The author makes use of the relevant archives and previous research results to sort out and record the historical facts of the establishment of Coulomb's office in Beijing and to transfer it to the post office, which is related to the background and prerequisite of Coulomb's setting up the bureau in Beijing. Agency Secretary of State, more than three other people to set up the Beijing News Office, as well as the opening of the bureau caused by the army, mail two disputes and other issues.
