【摘要】：本文以河北省農(nóng)村生產(chǎn)責(zé)任制的確立與完善過程為考察對象,選取"文化大革命"后的河北農(nóng)村為背景,通過對當(dāng)時河北農(nóng)業(yè)的發(fā)展?fàn)顩r和農(nóng)民的生活狀況,以及對未來農(nóng)業(yè)如何發(fā)展的探索,論述了以家庭聯(lián)產(chǎn)承包責(zé)任制為主的多種生產(chǎn)責(zé)任制在河北的興起,進(jìn)而一步一步的推廣,以及在此過程中的曲折經(jīng)歷。首先是對農(nóng)村原有生產(chǎn)經(jīng)營體制進(jìn)行分析,包括對人民公社體制的弊端以及在這種體制之下河北省農(nóng)民的生活狀況進(jìn)行敘述,還有農(nóng)業(yè)學(xué)大寨運(yùn)動的延續(xù)以及它對當(dāng)時河北農(nóng)業(yè)生產(chǎn)的影響,突出農(nóng)村改革的必要性。其次是農(nóng)村原有生產(chǎn)經(jīng)營體制的突破。包括20世紀(jì)60年代初"包產(chǎn)到戶"的起落、"徘徊中前進(jìn)"時期農(nóng)村經(jīng)濟(jì)政策的調(diào)整落實(shí)、農(nóng)村生產(chǎn)責(zé)任制的探索與發(fā)展幾個部分。接著是河北農(nóng)村生產(chǎn)責(zé)任制的確立和完善。包括農(nóng)村生產(chǎn)責(zé)任制在河北的確立以及確立過程中和確立之后的不斷完善。最后是對成就和經(jīng)驗(yàn)的總結(jié)。一方面通過對成就的總結(jié),證明農(nóng)村改革的正確性;另一方面,對經(jīng)驗(yàn)進(jìn)行總結(jié)并進(jìn)行客觀全面的評價,為今后農(nóng)村改革提供歷史借鑒。
[Abstract]:This paper takes the establishment and perfection of the rural production responsibility system in Hebei Province as the object of investigation, selects the rural areas of Hebei Province after the "Cultural Revolution" as the background, through the development of Hebei's agriculture and the living conditions of the peasants at that time. As well as the exploration of how to develop agriculture in the future, this paper discusses the rise of a variety of production responsibility systems in Hebei Province, which is based on the household contract responsibility system, and then popularizes them step by step, as well as the tortuous experiences in the process. First of all, it analyzes the original rural production and management system, including the disadvantages of the people's commune system and the living conditions of the peasants in Hebei Province under this system. There is also the extension of the Dazhai Agricultural Science Movement and its impact on Hebei's agricultural production at that time, highlighting the necessity of rural reform. Secondly, the breakthrough of the original production and management system in rural areas. It includes the rise and fall of "household by contract" at the beginning of 1960s, the adjustment and implementation of rural economic policy during the period of "wandering and advancing", and the exploration and development of the responsibility system of rural production. Next is the Hebei countryside production responsibility system establishment and consummation. Including the establishment of rural production responsibility system in Hebei and the establishment of the process and establishment of continuous improvement. Finally is the summary of achievements and experiences. On the one hand, through the summary of achievements to prove the correctness of rural reform; on the other hand, to sum up the experience and carry out an objective and comprehensive evaluation, to provide historical reference for future rural reform.
