【摘要】：近代以來(lái),冀南地區(qū)的滏陽(yáng)河沿岸和大陸澤流域周?chē)闹T縣圍繞水資源的分配與管理產(chǎn)生了諸多的水利糾紛,這些糾紛看似大同小異,實(shí)則反映出深刻的社會(huì)問(wèn)題。本文以近代冀南地區(qū)的水利糾紛為研究對(duì)象,考察了冀南地區(qū)諸縣的農(nóng)田水利情況,包括各縣渠閘的修建及管理等。在基層水利工程的管理和分水制度的確立中可以看到傳統(tǒng)社會(huì)自身的調(diào)節(jié)能力。從水利糾紛產(chǎn)生的原因上看,可以分為自然原因和社會(huì)原因,水資源的缺乏決定了對(duì)水的爭(zhēng)奪不可避免,而沒(méi)有一個(gè)有效的解決機(jī)制也許才是水利糾紛頻發(fā)的直接原因。水利糾紛有多種類(lèi)型,有的影響縣際關(guān)系,有的發(fā)生在同一河渠內(nèi)部,還有的與商船航運(yùn)有關(guān)。以官府為主導(dǎo)的調(diào)解或者司法手段是冀南地區(qū)解決水利糾紛的主要途徑,集多種職能于一身的縣級(jí)長(zhǎng)官不僅是分水規(guī)則的制定者也是水利糾紛的仲裁者。當(dāng)然這其中少不了鄉(xiāng)村精英的參與,因此本文中還探討了在基層水利問(wèn)題中政府與鄉(xiāng)村精英諸因素的作用。本文以水為線(xiàn)索,將地方的文化等各方面因素納入考察范圍,探尋水利糾紛背后的原因、水利糾紛的類(lèi)型、解決機(jī)制及解決水利糾紛涉及到的相關(guān)利益主體,加深了對(duì)冀南地區(qū)區(qū)域社會(huì)變遷的認(rèn)識(shí)。
[Abstract]:Since modern times, the Fuyang River and the counties around the Fuyang River basin in southern Hebei Province have produced many water conservancy disputes around the allocation and management of water resources. These disputes seem to be similar, but in fact they reflect profound social problems. Taking the water conservancy disputes in southern Hebei as the research object, this paper investigates the irrigation and water conservancy situation in the counties of southern Hebei, including the construction and management of canal gates in each county. In the management of basic water conservancy project and the establishment of water distribution system, the adjustment ability of traditional society itself can be seen. From the point of view of the causes of water conservancy disputes, it can be divided into natural causes and social reasons. The lack of water resources determines the inevitable competition for water resources, and the lack of an effective solution mechanism may be the direct cause of frequent water disputes. There are many types of water disputes, some affect inter-county relations, some occur within the same channel, and others are related to merchant shipping. The mediation or judicial means led by the government is the main way to solve the water conservancy dispute in the south of Hebei province. The county governor, who has many functions in one, is not only the maker of the water division rules but also the arbiter of the water conservancy dispute. Of course, there is no lack of rural elite participation, so this paper also discusses the role of the government and rural elite in the grass-roots water conservancy. This article takes water as the clue, brings the local culture and other factors into the scope of investigation, explores the reasons behind the water conservancy disputes, the types of water conservancy disputes, the resolving mechanism and the relevant interest subjects involved in resolving the water conservancy disputes. Deepen the understanding of the regional social changes in southern Hebei.
