【摘要】： 建國初期,河北省是我國三大重災(zāi)省份之一(河北省、河南省、四川省),其自然災(zāi)害相當(dāng)嚴(yán)重,幾乎每年都有不同程度的災(zāi)害發(fā)生,這在很大程度上影響了新中國各項(xiàng)工作的開展和人民正常的生產(chǎn)生活。為了有效應(yīng)對(duì)災(zāi)情,中共中央和河北省委省政府采取了積極措施,在實(shí)行政府救濟(jì)的同時(shí),組織災(zāi)民進(jìn)行生產(chǎn)自救、開展社會(huì)互濟(jì)運(yùn)動(dòng),統(tǒng)籌災(zāi)民安置工作和災(zāi)區(qū)衛(wèi)生防疫工作。尤為突出的是,在救災(zāi)的同時(shí),興建防災(zāi)設(shè)施,以減少災(zāi)害的發(fā)生,如建設(shè)水利設(shè)施、防蝗設(shè)施等,達(dá)到了“標(biāo)本兼治”的成效。1949至1956年中國處于新民主主義社會(huì)向社會(huì)主義社會(huì)轉(zhuǎn)變時(shí)期,救災(zāi)工作進(jìn)展得順利與否,直接影響著新中國政權(quán)的鞏固與建設(shè)。 本文以當(dāng)時(shí)河北省為例,以河北省檔案資料、河北省志資料為主要依據(jù),探討新民主主義社會(huì)時(shí)期的生產(chǎn)救災(zāi)工作與成效,并總結(jié)經(jīng)驗(yàn)教訓(xùn),為探索一條普遍有效的防災(zāi)賑災(zāi)的路子提供現(xiàn)實(shí)借鑒。
[Abstract]:In the early days of the founding of the people's Republic of China, Hebei Province was one of the three major hit provinces in China (Hebei, Henan, and Sichuan provinces). Its natural disasters were quite serious, and almost every year there were disasters of varying degrees. This to a large extent affected the development of new China and the normal production and life of the people. In order to deal with the disaster effectively, the CPC Central Committee and the provincial government of Hebei Province have taken active measures to organize the victims to carry out production and self-help while carrying out government relief, and to carry out a social and economic campaign. To coordinate the resettlement of disaster victims and health and epidemic prevention work in disaster areas. Particularly prominent is the construction of disaster prevention facilities at the same time as disaster relief, in order to reduce the occurrence of disasters, such as building water conservancy facilities, locust prevention facilities, and so on. From 1949 to 1956, China was in a period of transition from the new democratic society to the socialist society. Whether the relief work progressed smoothly or not directly affected the consolidation and construction of the new Chinese regime. Taking Hebei Province at that time as an example, taking the archives of Hebei Province and the records of Hebei Province as the main basis, this paper discusses the production and relief work and results in the period of the new democratic society, and sums up the experience and lessons. To explore a universal and effective way of disaster prevention and relief to provide practical reference.
