【摘要】：王權時代之中國政府為了征納田賦,管理戶口,很早就建立了一套較為完善的戶口統(tǒng)計制度,然而受諸多因素影響,這一時期對戶口的統(tǒng)計數(shù)據(jù)多不精確。這一方面歸因于官員的疏漏和民眾的隱瞞,另一方面則受制于封建統(tǒng)治者對鄉(xiāng)村社會無為而治的思維觀念。自南京國民政府推行保甲制度以來,保甲制度開始深入中國腹地,延展至偏僻閉塞的中國農(nóng)村,將代表國家權力符號的鄉(xiāng)鎮(zhèn)公所設立于大大小小的鄉(xiāng)鎮(zhèn)集市,使得千百年來鄉(xiāng)村社會紳權自治的狀態(tài)發(fā)生了根本性的改變,國家權力開始由傳統(tǒng)的縣一級下移至鄉(xiāng)鎮(zhèn)村莊,這不僅為進一步精確戶口統(tǒng)計奠定了基礎,也為更好地研究民國時期甘肅人口問題打開了一個缺口。
[Abstract]:In the Wang Quan era, the Chinese government established a set of perfect hukou statistics system in order to collect land tax and manage hukou. However, due to the influence of many factors, the statistics of hukou in this period are not accurate. On the one hand, it is attributed to the omission of officials and the concealment of the people, on the other hand, it is restricted by the feudal rulers' idea of ruling the rural society without doing anything. Since the implementation of the Baojia system by the Nanjing National Government, the Baojia system has begun to penetrate into the hinterland of China, extending to the isolated rural areas of China, and setting up township offices representing the symbols of state power in small and large township bazaars. As a result of the fundamental change in the state of autonomy of gentry power in rural society for thousands of years, state power began to move down from the traditional county level to villages and villages, which not only laid the foundation for further accurate household registration statistics, Also for a better study of the population of Gansu during the Republic of China opened a gap.
