【摘要】：晚清時(shí)期,從明朝中后期開始的移民已形成了很多邊村社會(huì)。土默特地區(qū)本為蒙族游牧之地,內(nèi)地民人的大量進(jìn)入,使得該地由游牧社會(huì)變?yōu)橐粋�(gè)邊村社會(huì)。隨之,當(dāng)?shù)匦枰环N新的制度來處理種種矛盾糾紛,維護(hù)社會(huì)正常運(yùn)轉(zhuǎn)。對(duì)此,清政府將推行于全國(guó)的保甲制也應(yīng)用到土默特地區(qū)。適應(yīng)當(dāng)?shù)噩F(xiàn)實(shí),保甲制進(jìn)行調(diào)適,保長(zhǎng)、牌長(zhǎng)基本未發(fā)揮作用,主要由甲頭管理社會(huì)事務(wù),保甲制在土默特地區(qū)實(shí)為甲頭制度。在新的秩序體系建立過程中,構(gòu)成當(dāng)?shù)厣鐣?huì)勢(shì)力網(wǎng)絡(luò)的甲頭在社會(huì)沖突中不斷進(jìn)行調(diào)適,和其他力量逐漸形成了新的秩序體系。
[Abstract]:During the late Qing Dynasty, immigrants from the mid-and late Ming Dynasty have formed a lot of border village society. Tumert was originally a nomadic land of the Mongols, and the large number of people from the interior made it from nomadic society to a borderland society. Subsequently, the local needs a new system to deal with contradictions and disputes, to maintain the normal functioning of society. In this regard, the Qing government will implement the national system of Baojia also applied to the Tumert region. Adapting to the local reality, the Pao Jia system has not played a role in the adjustment, length and card, and it is mainly managed social affairs by the first head, which is actually a first head system in Tumert area. In the process of the establishment of the new order system, the head of the local social force network was constantly adjusted in the social conflict, and other forces gradually formed a new order system.
