【摘要】： 游民,這個獨具特色的群體,中國的歷朝歷代幾乎對它束手無策。但在中國共產(chǎn)黨建立政權(quán)后,經(jīng)過對游民短短幾年時間的教育改造,就使其銷聲匿跡了三十年。本文截取1949—1953年這個特定的時間段,以北京為中心來考察建國初期的這一場特殊的社會改造活動——游民整治與改造。由于建國初期的其他運動如土地改革、三反五反、鎮(zhèn)壓反革命、抗美援朝等都聲勢浩大,而游民改造由于規(guī)模局限于各城各地和缺乏全國范圍的整體規(guī)劃,加上中國共產(chǎn)黨的政治動員不足,群眾的參與度不夠,因此,這次社會改造運動比起那些波瀾壯闊的運動而言,就像大浪中的小浪花,被湮沒了。之所以選取這個研究課題是基于以下考慮:一是它的歷史意義。這樣一次觸及靈魂的社會改造運動,卻鮮有人問津,因此,恢復(fù)它的歷史原貌,提升它的歷史功績,是我輩義不容辭的責任;二是它的學術(shù)價值。游民研究,學術(shù)研究很少,本課題可以促進對游民的學術(shù)挖掘;三是它的現(xiàn)實價值。改革開放以來,游民問題重新襲來,而且日益嚴重,使我們不得不尋求解決它的良策。那么,建國初期游民問題的成功解決,個中有沒有今天值得借鑒的經(jīng)驗,其中的一些失誤怎樣去避免?本文以北京當時主要游民群體為剖析對象,全景式地復(fù)原了建國初期北京游民改造的全過程,對當時危害甚巨的游民組織的整治進行了述論,并對這次游民改造工作是非得失進行了總結(jié)。同時,對時下日益嚴重的游民問題及其解決出路進行了初步的探討。在研究的過程中,本文以第一手的檔案材料為歷史還原的實證基礎(chǔ),采用解剖麻雀法,力求歷史整體考察與個案分析相結(jié)合,同時借鑒社會學、政治學等有關(guān)理論和方法,對這一課題進行了全方位、多層次、寬領(lǐng)域的綜合研究。 本文由緒論、正文(五章)和結(jié)束語三部分組成。 緒論部分主要是對選題緣由與意義、核心概念及相關(guān)概念、研究狀況以及文章結(jié)構(gòu)、研究思路與方法等進行論述。 第一章,是近代北京游民問題的處理和中國共產(chǎn)黨對游民的策略。首先回顧晚清時期、民國時期、日占時期的北京游民問題及處理,然后概述建國前后的北京游民及其引起的社會問題,最后闡述建國以前中國共產(chǎn)黨對游民的認識、針對游民的政策和策略,及在土地革命時期、抗戰(zhàn)時期、解放戰(zhàn)爭時期中國共產(chǎn)黨游民策略實踐的績效。 第二章,是對乞丐的收容與改造。這一章是對游民的一個重要群體——乞丐的改造進行考察。主要包括收容和改造兩個相互銜接的步驟和環(huán)節(jié),重點在對乞丐的改造。改造的環(huán)節(jié)主要有思想教育、制度養(yǎng)成、勞動訓(xùn)練和照顧安置,論述了乞丐從好逸惡勞轉(zhuǎn)變?yōu)樽允称淞Φ倪^程,同時對乞丐的去向和改造的績效也進行了分析。 第三章,是對妓女的改造與安置。從歷史概況、前期準備、具體實施、訓(xùn)練教育、善后安置等環(huán)節(jié)對禁娼和妓女改造作全景式的梳理,還簡述了對暗娼和游妓的處理。 第四章,是對其他社會游民及其組織的處理。主要是對游民的其他群體諸如散兵游勇、流氓、小偷、惡霸等的打擊和處理。并介紹了對當時北京最大的游民組織——一貫道的取締和打擊。 第五章,游民工作的影響與經(jīng)驗教訓(xùn)。游民改造在政治、經(jīng)濟、社會、思想等方面都產(chǎn)生了非常深遠的影響,對社會秩序的重建、國民經(jīng)濟的恢復(fù)、游民靈魂的塑造有著非常重要的作用;在這次游民改造過程中,政府無論是在整體層面,還是在技術(shù)操作方法,都積累了非常寶貴的經(jīng)驗。同時,在整個改造過程中,難免會出現(xiàn)一些失誤和偏差,本文不隱惡,對游民改造的不足和缺陷進行了歸納。 結(jié)束語。歷史的還原并不是本文的全部目的,黨史研究的另一個目的是資政育人。以史為鑒可以知興替,游民及游民問題古今中外皆存在,本文還對現(xiàn)代游民的成因和出路進行了初步的探討。 基于以上述論,可以明確的是:第一,建國初期,中國共產(chǎn)黨領(lǐng)導(dǎo)下的北京市政府,沒有像以往政府一樣只為了市容整潔采取臨時收容、過期不管的政策,而是本著對游民終身負責的態(tài)度,把游民問題當做一個社會問題從長遠的角度加以考量,徹底進行解決;第二,建國初期北京的游民改造,無論是前期的準備工作,還是最艱巨的改造環(huán)節(jié)以及最后的安置,從政策本身和取得了績效來看,都是比較成功的,其經(jīng)驗尚有一定的現(xiàn)實價值;第三,現(xiàn)在的國情以及游民本身的狀況與建國初期的情況區(qū)別很大,因此對建國初期處理游民問題的一些成功經(jīng)驗不能生搬硬套,只能是有選擇性的吸納。第四,游民問題的解決不能畢其功于一役,要想在短期內(nèi)徹底解決游民問題是相當困難的,只有把游民消融在人民群眾的汪洋大海之中,讓他們完全回歸社會正常秩序中來,游民問題才算是得到了比較妥善的解決。因而,我們必須把解決游民問題當做是一個系統(tǒng)工程來建設(shè),群策群力,從政治、經(jīng)濟、文化、社會等方面來加以考量。當然,由于時代條件所限,建國初期的游民改造,無論是在策略、決策,還是在實際執(zhí)行中,都或多或少地存在一些不足和遺憾,這又給我們留下了一些反思的余地和空間。
[Abstract]:This paper deals with the whole process of the reconstruction of the nomadic people in the early days of the founding of the People ' s Republic of China . Comprehensive research in the wide field .



This paper consists of three parts : introduction , text ( chapter 5 ) and conclusion .



The introduction part mainly discusses the cause and meaning , the core concept and the related concept , the research situation and the structure of the article , the thinking and method of the research .



In the first chapter , it is the handling of the problems of the nomadic people in modern times and the strategy of the Communist Party of China to the people . First of all , it reviews the problems and the handling of the nomadic people in Beijing before and after the founding of the People ' s Republic of China , then outlines the problems caused by the Chinese Communist Party of China before and after the founding of the People ' s Republic of China and the social problems caused by the Communist Party of China . At last , the paper gives an overview of the Chinese Communist Party ' s understanding of the people , the policies and strategies of the people , and the performance of the practice of the Chinese Communist Party in the period of the land revolution , the Anti - Japanese War and the War of Liberation .



The second chapter is to study the transformation of beggar ' s accommodation and transformation . This chapter mainly includes the steps and links of accommodation and transformation , focusing on the transformation of beggar . The process of transformation is mainly thought education , system formation , labor training and care setting , and discusses the process of transforming from good work function to self - eating . At the same time , it also analyzes the performance of beggar ' s direction and transformation .



The third chapter is the transformation and resettlement of prostitutes . From the historical situation , the preliminary preparation , the specific implementation , the training education , the post - treatment resettlement and so on , the whole view of the transformation of prostitution and prostitutes is also described , and the treatment of prostitution and prostitution is also described .



The fourth chapter deals with the handling of other social nomadic people and their organizations . It is mainly to combat and deal with other groups such as foxholes , hooligans , thieves , tyrants and so on .



Fifth chapter , the influence of the nomadic people ' s work and the experience and lessons . The nomadic transformation has a very important influence on the reconstruction of the social order , the restoration of the national economy and the shaping of the nomadic soul . At the same time , the government has accumulated very valuable experience both at the whole level and in the technical operation method .



The reduction of history is not the whole purpose of this paper , and the other purpose of the study of the party history is to cultivate people .



In the beginning of the founding of the People ' s Republic of China , the Beijing Municipal Government under the leadership of the Communist Party of China ( CPC ) has not only adopted temporary accommodation and expired policies , but also has a certain practical value in the early stage of the founding of the People ' s Republic of China .
