【摘要】：20世紀(jì)60年代初,中國(guó)遭遇嚴(yán)重的經(jīng)濟(jì)困難,突出問(wèn)題有財(cái)政出現(xiàn)嚴(yán)重赤字、市場(chǎng)供應(yīng)短缺、人民生活水平顯著下降,而社會(huì)集團(tuán)購(gòu)買力卻一度過(guò)分膨脹,加劇了經(jīng)濟(jì)困難。作為經(jīng)濟(jì)調(diào)整工作的一部分,中央大力壓縮社會(huì)集團(tuán)購(gòu)買力。在思想動(dòng)員的基礎(chǔ)上規(guī)定了具體的禁止社會(huì)集團(tuán)消費(fèi)的內(nèi)容,制定了明確的壓縮指標(biāo),通過(guò)預(yù)扣經(jīng)費(fèi)、凍結(jié)存款和清理"小金庫(kù)"等措施,成功壓縮了社會(huì)集團(tuán)購(gòu)買力。壓縮社會(huì)集團(tuán)購(gòu)買力對(duì)于當(dāng)時(shí)促進(jìn)經(jīng)濟(jì)恢復(fù)、密切黨群關(guān)系都有著積極意義。
[Abstract]:At the beginning of 1960s, China encountered serious economic difficulties, such as serious financial deficit, shortage of market supply, significant decline in people's living standard, and excessive expansion of purchasing power of social groups, which aggravated economic difficulties. As part of economic adjustment, the central government has made great efforts to reduce the purchasing power of social groups. On the basis of ideological mobilization, this paper defines the specific contents of prohibiting the consumption of social groups, formulates a clear compression index, and successfully compresses the purchasing power of social groups by withholding funds, freezing deposits and clearing up "small coffers". Reducing the purchasing power of social groups has positive significance to promote economic recovery and close the relationship between the Party and the masses at that time.
