【摘要】：國民政府時期,存在一批因貧困、災(zāi)害與戰(zhàn)爭的影響而產(chǎn)生的弱勢群體。如何使這一弱勢群體回歸主流社會,成為當時社會不得不解決的問題。國民政府為了維護社會穩(wěn)定,指令各地方通過建立教養(yǎng)院以及救濟院等救濟機構(gòu)來救濟弱勢群體。在此背景下,陜西政府根據(jù)實際情況,展開了符合陜西省情的社會救濟活動。本文通過國民政府時期陜西社會救濟活動,來闡明陜西各救濟機構(gòu)救濟弱勢群體的情況以及這些救濟活動所取得的效果和從中得到的啟示,從而使人們更加清晰的了解國民政府時期陜西社會救濟事業(yè)的發(fā)展概況。全文共分為五章： 第一章論述了社會救濟及其概況。主要是對社會救濟的概念進行界定,以及對民國以前社會救濟的演變和民國時期社會救濟的方法和內(nèi)容進行闡述。同時,對國民政府時期社會救濟行政組織和社會救濟的宗旨也進行了介紹。 第二章主要論述了國民政府時期陜西政府的救濟活動。國民政府時期,陜西在政治局面不穩(wěn)定和經(jīng)濟發(fā)展緩慢的環(huán)境中,存在一批由貧民、災(zāi)民、難民所構(gòu)成的弱勢群體。為了救濟這些弱勢群體,陜西政府成立了陜西省救濟院。 第三章論述了國民政府時期陜西社會救濟兒童的活動和各救濟機構(gòu)的運作機制。在救濟弱勢群體的過程中,兒童成為各救濟機構(gòu)救濟的重點。除陜西政府外,社會民眾、教會勢力也積極參與救濟兒童的活動,其救濟方式有設(shè)立兒童教養(yǎng)所、育嬰堂等。通過對各救濟機構(gòu)經(jīng)費來源與人事管理制度進行研究,分析陜西社會救濟機構(gòu)的運作機制。 第四章論述了國民政府時期陜西社會救濟的效果與不足。國民政府時期陜西開展的社會救濟活動在養(yǎng)育、教化弱勢群體和增強政府社會控制力等方面產(chǎn)生了良好的效果。在肯定其取得成績的同時,也需指出陜西地區(qū)在辦理社會救濟方面存在的問題。經(jīng)費短缺、管理不善、救濟人員失職與腐敗的問題在各救濟機構(gòu)中都不同程度的存在。 第五章論述了國民政府時期陜西社會救濟的特點以及帶給我們的啟示。社會救濟理念由傳統(tǒng)向近代化轉(zhuǎn)變、社會各方力量的共同參與以及設(shè)立特殊救濟機構(gòu)等特點在陜西救濟活動中都得以體現(xiàn)。透過陜西社會救濟,從中可以得出一些啟示：充足的資金是保障社會救濟正常運轉(zhuǎn)的前提；社會救濟只是解決社會問題的方法之一卻不是根本方法；社會救濟順利進行需要健全的組織；社會救濟化解社會風(fēng)險促進社會團結(jié)。 本文中的弱勢群體救濟,分為常態(tài)和非常態(tài)下的社會救濟；雖對老人、婦女有所涉及,但重點是對兒童的救濟；救濟范圍是國民政府統(tǒng)治下的國土區(qū)。
[Abstract]:In the period of the national government, there was a group of disadvantaged groups caused by the influence of poverty, disaster and war. How to make this disadvantaged group return to the mainstream society has become a problem that the society had to solve at that time. In order to maintain social stability, the national government remedies the disadvantaged places through the establishment of the remedies and relief institutions, such as education institutions and relief institutions. In this context, according to the actual situation, the government of Shaanxi launched a social relief activity in accordance with the actual situation of Shaanxi. This article, through the social relief activities of Shaanxi in the period of the national government, clarifies the situation of the relief agencies in Shaanxi relief organizations and the effects of these relief activities and the Enlightenment from them, so that people will be able to do so. A clearer understanding of the development of social relief in Shaanxi during the period of the Kuomintang government is divided into five chapters.
The first chapter discusses the social relief and its general situation. It mainly defines the concept of social relief, as well as the evolution of social relief before the Republic of China and the methods and contents of social relief during the period of the Republic of China. At the same time, it also introduces the purpose of social relief administrative organization and social relief in the period of the national government.
The second chapter mainly discusses the relief activities of the government of Shaanxi in the period of the national government. During the period of the national government, in the environment of unstable political situation and the slow economic development, Shaanxi existed a group of vulnerable groups composed of the poor, the victims and the refugees. In order to relieve these disadvantaged groups, the Shaanxi government established the relief Institute of Shaanxi.
The third chapter discusses the activities of the social relief children and the operating mechanism of the relief agencies in Shaanxi during the period of the national government. In the process of relief to the disadvantaged groups, children become the focus of relief agencies. In addition to the government of Shaanxi, the social people, the church forces also actively participate in the activities of children in relief, and the way of remedies for children is to set up children's rearing. By studying the source of funds and personnel management system of relief agencies, the operation mechanism of social relief institutions in Shaanxi is analyzed.
The fourth chapter discusses the effect and lack of social relief in Shaanxi during the period of the national government. The social relief activities carried out by Shaanxi during the period of the national government have produced good results in raising, educating the disadvantaged groups and strengthening the social control of the government. In the affirmation of their achievements, it is also necessary to point out that the Shaanxi area is dealing with the social relief party. The problem of the existence of funds, shortage of funds, poor management, dereliction of duty and corruption of relief workers exist in varying degrees in relief agencies.
The fifth chapter discusses the characteristics of the social relief of Shaanxi in the period of the national government and the enlightenment to us. The characteristics of social relief from the traditional to modern, the joint participation of all social forces and the establishment of special relief institutions are all embodied in the relief activities in Shaanxi. Through the social relief of Shaanxi, some can be obtained. Enlightenment: sufficient funds are the premise of ensuring the normal operation of social relief; social relief is only one of the methods to solve social problems but not the fundamental method; the smooth social relief needs a sound organization; social relief helps to resolve social risks and promote social solidarity.
The relief of the disadvantaged groups in this article is divided into social relief under normal and very normal conditions; although it is related to the elderly and women, the emphasis is on the relief of children; the scope of relief is the national territory under the rule of the national government.
