【摘要】：晚清媒體在日俄戰(zhàn)爭影響下海權(quán)意識逐漸勃興,摒棄了重陸輕海的傳統(tǒng)思維,開始傳播"昔之戰(zhàn)重在陸,今之戰(zhàn)重在海"的全新戰(zhàn)爭理念,疾呼"海軍為立國之本",力主重振海軍以"擴張海權(quán)";密切關(guān)注戰(zhàn)后北太平洋海權(quán)格局變動,研判未來各國海上戰(zhàn)略走向,呼吁對列強,特別是美國的擴張野心提高警惕;突破傳統(tǒng)領(lǐng)海觀念,重視海域使用權(quán),倡導(dǎo)"漁權(quán)即海權(quán)",主張采取設(shè)立漁業(yè)公司、測繪海圖等措施切實維護海權(quán)。
[Abstract]:Under the influence of the Japanese-Russian War, the media of the late Qing Dynasty gradually flourished in the sense of sea power, abandoned the traditional thinking of attaching importance to the land and the sea, and began to spread the new concept of "the war of the past is more important than the sea". Calling for "the Navy is the foundation of the founding of a nation", advocating to reinvigorate the navy in order to "expand maritime power", pay close attention to the changes in the pattern of maritime power in the North Pacific after the war, study the future maritime strategy of various countries, and call for raising vigilance against the expansionist ambitions of the great powers, especially the United States; Breaking through the traditional concept of territorial sea, attaching importance to the right to use the sea area, advocating "fishing right is sea right", advocating the establishment of fishing companies, surveying and mapping charts and other measures to effectively protect sea rights.
