【摘要】：20世紀30年代,隨著東北的淪陷和國民政府的建設(shè)需要,國民政府從國防戰(zhàn)略的角度,重新審視西北、西南的重要意義,將西北、西南作為抗戰(zhàn)大后方,也作為長期戰(zhàn)略戰(zhàn)爭的支撐點�？谷諔�(zhàn)爭前后國民政府對甘肅農(nóng)業(yè)的開發(fā),推動了甘肅農(nóng)業(yè)的發(fā)展。 在優(yōu)良農(nóng)作物品種及農(nóng)業(yè)技術(shù)的引進和推廣、土壤改良及農(nóng)田種植面積擴大、水利、農(nóng)貸等方面,取得了較好成績,為戰(zhàn)時經(jīng)濟做出了貢獻。同時,在一定程度上改變了甘肅農(nóng)業(yè)的生產(chǎn)結(jié)構(gòu),特別是種植業(yè)結(jié)構(gòu)、生產(chǎn)關(guān)系結(jié)構(gòu)和生產(chǎn)技術(shù)結(jié)構(gòu)。甘肅農(nóng)業(yè)在種植面積和產(chǎn)量上都有了一定的提高,起到了救濟難民、穩(wěn)定社會、增加后方糧食供應(yīng)作用。農(nóng)業(yè)中高等教育機構(gòu)及科研機構(gòu)的建立,氣候及水文觀測方面的開展,為農(nóng)業(yè)發(fā)展創(chuàng)造良好的科學技術(shù)指導(dǎo)條件。在病蟲害防治技術(shù)有了進一步的發(fā)展與進步,無論是對病因的深刻認識,還是對病害的分布以及防治手段,都有了質(zhì)的飛躍。在農(nóng)村金融方面,逐步建立農(nóng)村金融網(wǎng),加大了對農(nóng)業(yè)科研事業(yè)和農(nóng)業(yè)技術(shù)推廣工作的支持力度,使得農(nóng)業(yè)發(fā)展有了技術(shù)支持,并取得良好結(jié)果,對甘肅農(nóng)村經(jīng)濟及科學技術(shù)的推廣的起到一定的推動作用。 此次國民政府對甘肅農(nóng)業(yè)的開發(fā)是戰(zhàn)時性的,有著很強的應(yīng)急性。隨著抗日戰(zhàn)爭的結(jié)束,政府戰(zhàn)略中心隨之轉(zhuǎn)移,如火如荼的開發(fā)事業(yè)陷入停頓狀態(tài),甘肅農(nóng)業(yè)的發(fā)展無法得到更進一步的發(fā)展。
[Abstract]:In the 1930s, with the fall of the Northeast and the need for the construction of the National Government, the National Government re-examined the significance of the Northwest and Southwest from the perspective of national defense strategy, and took the Northwest and Southwest as the main rear areas of the War of Resistance against Japan. Also serve as the support point of long-term strategic war. Before and after the War of Resistance against Japan, the development of agriculture in Gansu was promoted by the national government. Good achievements have been made in the introduction and popularization of fine crop varieties and agricultural techniques, soil improvement and the expansion of farmland planting area, water conservancy and agricultural loans, which have contributed to the wartime economy. At the same time, to some extent, it has changed the production structure of Gansu agriculture, especially the structure of planting, the structure of production relations and the structure of production technology. The agriculture in Gansu has been improved in planting area and yield, which has helped the refugees, stabilized the society and increased the rear grain supply. The establishment of higher education institutions and scientific research institutions in agriculture and the development of climate and hydrological observation have created good scientific and technological guidance conditions for the development of agriculture. With the further development and progress of pest and disease control technology, there has been a qualitative leap in both the deep understanding of the etiology, the distribution of diseases and the means of prevention and control. In rural finance, the gradual establishment of the rural financial network has increased the support for agricultural scientific research and agricultural technology extension work, which has enabled the agricultural development to have technical support and achieved good results. Gansu rural economy and the promotion of science and technology play a certain role. The development of agriculture in Gansu was wartime and had a strong emergency. With the end of the War of Resistance against Japan, the strategic center of the government was transferred, the development of Gansu agriculture could not be further developed.
