【摘要】：陜甘寧邊區(qū)政府的貨幣政策是我黨在第二次國(guó)內(nèi)革命戰(zhàn)爭(zhēng)時(shí)期推行的經(jīng)濟(jì)政策之一,也是陜甘寧邊區(qū)領(lǐng)導(dǎo)下的民主政府在摧毀具有封建性質(zhì)的陳舊的金融運(yùn)行體系的基礎(chǔ)上,為了區(qū)域內(nèi)的經(jīng)濟(jì)和貿(mào)易發(fā)展,建立的適合廣大工農(nóng)階層開展邊區(qū)業(yè)務(wù)的現(xiàn)代金融服務(wù)機(jī)構(gòu)和銀行系統(tǒng)。陜甘寧邊區(qū)政府實(shí)施的貨幣政策體系在邊區(qū)政府以及相應(yīng)的部門機(jī)構(gòu)共同作用下,使得邊區(qū)的政治經(jīng)濟(jì)發(fā)展取得了較大的成就,對(duì)邊區(qū)的經(jīng)濟(jì)業(yè)務(wù)往來(lái)起到很好的調(diào)節(jié)作用,同時(shí)促進(jìn)了邊區(qū)的經(jīng)濟(jì)順利發(fā)展,促進(jìn)政府財(cái)政的充盈,保障戰(zhàn)時(shí)狀態(tài)的各項(xiàng)物資的供應(yīng)工作。為中國(guó)的革命戰(zhàn)爭(zhēng)的勝利,做出了重要的貢獻(xiàn),為抗戰(zhàn)勝利打下了堅(jiān)實(shí)的物質(zhì)基礎(chǔ),也為新中國(guó)的貨幣政策奠定了經(jīng)驗(yàn)基礎(chǔ)。本文旨在通過(guò)對(duì)陜甘寧邊區(qū)政府金融工作實(shí)踐的探究,在總結(jié)共產(chǎn)黨執(zhí)政歷史經(jīng)驗(yàn)的同時(shí),繼續(xù)從經(jīng)濟(jì)領(lǐng)域挖掘延安精神的深刻內(nèi)涵,來(lái)挖掘其更多歷史經(jīng)驗(yàn)及教訓(xùn),從而對(duì)我國(guó)現(xiàn)階段的貨幣政策提供經(jīng)驗(yàn)和思路,以期為新時(shí)期我國(guó)的貨幣政策有所裨益和為當(dāng)今社會(huì)中國(guó)的經(jīng)濟(jì)建設(shè)提供寶貴的經(jīng)驗(yàn)。本文由三個(gè)版塊組成:第一版塊為本文緒論和文獻(xiàn)綜述部分。該部分主要介紹了文章的選題背景、研究意義、思路和方法以及國(guó)內(nèi)外研究現(xiàn)狀;第二版塊作為本文的主體部分,分為了四個(gè)部分,分別從陜甘寧邊區(qū)政府金融工作實(shí)踐概述、陜甘寧邊區(qū)政府金融工作實(shí)踐目標(biāo)的選擇、陜甘寧邊區(qū)政府金融工作實(shí)踐的做法與經(jīng)驗(yàn)和陜甘寧邊區(qū)政府金融工作實(shí)踐的歷史作用進(jìn)行了闡述;第三版塊是本文的結(jié)論部分,對(duì)本文觀點(diǎn)的總結(jié)。
[Abstract]:The monetary policy of the Government of the Shensi-Kansu-Ningsia Border region is one of the economic policies pursued by our Party during the second Revolutionary War, and is also the basis of the democratic government under the leadership of the Shensi-Kansu-Ningsia Border region in destroying the old financial operation system of a feudal nature. For the development of economy and trade in the region, a modern financial service institution and a banking system suitable for the broad industrial and agricultural class to carry out the border area business are established. The monetary policy system implemented by the government of the Shensi-Kansu-Ningsia Border region, acting together with the government of the Border region and the corresponding departments and agencies, has made great achievements in the political and economic development of the Border region, and has played a very good role in regulating economic transactions in the Border region. At the same time, it promotes the smooth development of the economy of the border region, promotes the filling of the government finance, and guarantees the supply of various materials in the wartime state. It has made important contributions to the victory of China's revolutionary war, laid a solid material foundation for the victory of the War of Resistance against Japan, and laid an empirical foundation for the monetary policy of the people's Republic of China. The purpose of this paper is to explore the practice of government financial work in the Shensi-Kansu-Ningsia Border region, sum up the historical experience of the Communist Party, and at the same time, continue to excavate the profound connotation of Yan'an spirit from the economic field, so as to excavate more historical experiences and lessons. Thus it can provide experience and thinking for the monetary policy of our country at the present stage in order to benefit the monetary policy of our country in the new period and provide valuable experience for the economic construction of China in the present society. This paper consists of three sections: the first is the introduction of this paper and the literature review part. This part mainly introduces the background, research significance, ideas and methods of the article as well as the current research situation at home and abroad. As the main part of this paper, the second plate is divided into four parts, respectively from the Shaanxi-Gansu-Ningxia Border region government financial work practice overview, The selection of the practical objectives of the government financial work in the Shaanxi-Gansu-Ningxia Border region, the practice and experience of the government financial work in the Shaanxi-Gansu-Ningxia Border region and the historical role of the government financial work practice in the Shaanxi-Gansu-Ningxia Border region are expounded. Summary of the views of this paper.
