【摘要】：商會(huì)是晚清時(shí)期政府與商界為發(fā)展實(shí)業(yè)而設(shè)立的。商會(huì)的活動(dòng)不止限于會(huì)內(nèi),在政治、經(jīng)濟(jì)和社會(huì)變遷中都擔(dān)當(dāng)了重要角色,深度參與了中國(guó)曲折多變的現(xiàn)代化進(jìn)程,與整個(gè)社會(huì)演變密不可分。商會(huì)與政府的關(guān)系是錯(cuò)綜復(fù)雜的,在不同的時(shí)期表現(xiàn)出不同的特征。淪陷時(shí)期,日本扶持偽政權(quán)進(jìn)行殖民統(tǒng)治與經(jīng)濟(jì)掠奪,保留了北京商會(huì)來(lái)并利用商會(huì)推行其政治統(tǒng)制和經(jīng)濟(jì)統(tǒng)制政策:在經(jīng)濟(jì)上,日偽政府利用商會(huì)進(jìn)行商業(yè)調(diào)查,依靠商會(huì)舉辦博覽會(huì)、派銷(xiāo)商品、了解信息以加強(qiáng)商會(huì)同日本的關(guān)系;在政治上,日偽政府頒布《商會(huì)法》加強(qiáng)對(duì)商會(huì)的控制、利用新民會(huì)加強(qiáng)對(duì)商會(huì)的干涉、利用商會(huì)宣傳治安強(qiáng)化運(yùn)動(dòng)。北京商會(huì)對(duì)日偽的這種統(tǒng)治的表現(xiàn)了一定的合作與協(xié)助:參與強(qiáng)化物資統(tǒng)制,協(xié)助控制物價(jià),積極參與組合和物資配給;參與強(qiáng)化政治統(tǒng)制,開(kāi)具身份證明、參與獻(xiàn)機(jī)獻(xiàn)金活動(dòng)。然而,北京商會(huì)并沒(méi)有完全淪為日偽統(tǒng)治的工具,仍然履行著自身的職責(zé):在維護(hù)商人利益方面,代表商號(hào)與日偽政府交涉、保釋商人、爭(zhēng)取稅收優(yōu)惠;在維護(hù)市場(chǎng)秩序方面,協(xié)調(diào)商業(yè)運(yùn)行、提供商業(yè)信息;在社會(huì)救濟(jì)方面,參與1939年水災(zāi)救濟(jì)和常年賑濟(jì)。
[Abstract]:The Chamber of Commerce was established by the government and the business community for the development of industry in the late Qing Dynasty. The activities of the Chamber of Commerce are not limited to the conference, but also play an important role in the political, economic and social changes. They have deeply participated in China's tortuous and changeable modernization process and are closely related to the whole social evolution. The relationship between chamber of commerce and government is complicated, showing different characteristics in different periods. During the fall of Japan, Japan supported the pseudo-regime to carry out colonial rule and economic plunder, retained the Beijing Chamber of Commerce and used the Chamber of Commerce to carry out its policy of political and economic control: economically, the Japanese government used chambers of commerce to conduct commercial investigations. Relying on the Chamber of Commerce to hold expositions, distribute goods and understand information to strengthen the relations between the Chamber of Commerce and Japan; politically, the Japanese government promulgated the Chamber of Commerce Law to strengthen its control over the Chamber of Commerce, and made use of the New people's Association to strengthen its interference with the Chamber of Commerce. Use the Chamber of Commerce to promote a campaign to strengthen public order. The Beijing Chamber of Commerce has shown a certain degree of cooperation and assistance in this kind of domination of the Japanese and puppet: participating in strengthening the control of goods and materials, helping to control prices, actively participating in combinations and material rationing, participating in strengthening political control, and issuing certificates of identity. Participate in the donation activities. However, the Beijing Chamber of Commerce has not completely reduced itself to a tool of Japanese pseudo-rule, and is still fulfilling its own duties: in safeguarding the interests of businessmen, the Beijing Chamber of Commerce deals with the Japanese government on behalf of the merchants, bail out the businessmen and strive for tax concessions; and in the area of maintaining market order, Coordinate commercial operations and provide commercial information; participate in flood relief and perennial relief in 1939.
