【摘要】：民國初年甘肅政壇督權易替頻繁。1920年直皖戰(zhàn)爭爆發(fā),皖系崩解,身倚皖系的張廣建失去了繼續(xù)督甘的政治資本。繼張之后,甘督之位遂成為分別以馬福祥和陸洪濤為首的甘肅回漢軍事集團相互爭奪的焦點。為避免因陸馬爭督可能引發(fā)之嚴重后果,同時為削弱甘肅地方勢力計,北京中央政府決定調(diào)馬離甘,赴任綏遠,以綏遠都統(tǒng)蔡成勛署理甘督。但北京政府的這一決定在甘肅回漢集團的聯(lián)合反對下歸于失敗。在各方勢力的博弈與妥協(xié)下,甘督之位最終由陸洪濤署理,但北京政府亦不得不對甘督的其他競爭者作出安排。這一略顯矛盾的結局,一方面表明了民國初年中央權力式微下地方實力派的坐大,另一方面也隱現(xiàn)出實力有限的甘肅回漢集團在面對中央權力干預時的矛盾心態(tài)及抵制性服從。
[Abstract]:In the early years of the Republic of China, the political power of Gansu was changed frequently. In 1920, the war between Anhui and Anhui broke out, and Zhang Guangjian, who relied on Anhui, lost the political capital to continue to supervise. After Zhang, Gansu Huihan military group headed by Ma Fuxiang and Lu Hongtao respectively became the focus of contention. In order to avoid the serious consequences that could be caused by land and horse disputes for governor, and in order to weaken the local forces in Gansu, the central government in Beijing decided to transfer Ma from Gansu to Suiyuan, where Cai Chengxun was acting as governor of Suiyuandu. But the Beijing government's decision was defeated by a joint opposition from Gansu Huihan Group. Under the game and compromise of the various forces, the position of Gan Governor was ultimately acted by Lu Hongtao, but the Beijing government also had to make arrangements for the other competitors of Gan Governor. This slightly contradictory outcome, on the one hand, shows the decline of central power in the beginning of the Republic of China, and on the other hand, it also shows the contradictory mentality and resistance of Gansu Huihan Group in the face of the intervention of central power in the face of limited strength.
