【摘要】： 城市人民公社曾經在特定年代被認為是“政社合一”城市基層政權組織,是改造舊城市、建設社會主義新城市的工具,是由社會主義過渡到共產主義的最好的組織形式。但后來隨著實踐的發(fā)展,其不可持續(xù)性日益顯現(xiàn),城市人民公社在我國走向終結。 受農村人民公社化運動的影響,石家莊市的城市人民公社于1958年11月成立。在城市人民公社運動方面,石家莊市走在了全國的前列。此后,石家莊市的城市人民公社進入一個緩慢發(fā)展的階段。 1960年的夏季,全國迅速掀起了一個城市人民公社化的高潮,短短幾個月的時間就在全國范圍內實現(xiàn)了城市人民公社化。城市人民公社建立后,經歷了一個曲折的發(fā)展過程:整頓、穩(wěn)定、直至城市人民公社的衰落。這一運動從波瀾壯闊到走向終結,其短暫的歷程值得人們對其進行思考。 石家莊市的人民公社化是在摸索中進行的,人民公社化運動是生產關系領域里的一次“大躍進”,人民公社的建立,脫離了當時的實際,給石家莊市的政治、經濟和社會等諸方面造成了不良影響,“一大二公”的公社體制嚴重阻礙了生產力的發(fā)展。城市人民公社化運動是“左傾”指導思想的產物,是“大躍進”運動的必然結果,它所造成的后果是嚴重的,教訓是深刻的,對這一歷史事件進行認真的反思,有益于建立和完善社會主義市場經濟,更好的進行社會主義現(xiàn)代化建設。
[Abstract]:The urban people's commune was once regarded as "the integration of government and society" as the basic political organization of the city in a particular era, as well as a tool for transforming the old city and building a new socialist city, and the best form of organization for the transition from socialism to communism.However, with the development of practice, its unsustainability became increasingly apparent, and the urban people's commune came to an end in China.Affected by the rural people's commune movement, Shijiazhuang City people's Commune was established in November 1958.In the urban people's commune movement, Shijiazhuang City walked in the forefront of the country.Since then, Shijiazhuang City people's commune into a slow development stage.In the summer of 1960, the whole country set off a climax of the city people's commune, and in a few months, it realized the city people's commune in the whole country.After the establishment of the urban people's commune, it underwent a tortuous development process: rectifying, stabilizing, until the decline of the urban people's commune.The movement from magnificent to the end, its brief process is worth thinking about.The people's commune in Shijiazhuang was carried out in the process of exploration. The people's commune movement was a "great leap forward" in the field of production relations. The establishment of the people's commune was divorced from the reality of the time and gave the politics of Shijiazhuang City.The economic and social factors have caused adverse effects, and the system of "the first and second public" seriously hinders the development of productive forces.The urban people's commune movement is the product of the guiding ideology of "left-leaning" and the inevitable result of the "Great Leap forward" movement. The consequences caused by it are serious and the lessons are profound.Beneficial to the establishment and improvement of the socialist market economy, better socialist modernization.
