晚清直隸災荒及減災措施的探討 【原文出處】《清史研究》 【原刊地名】京 【原刊期號】200102 【原刊頁號】72~92 【分 類 號】K3 【分 類 名】中國近代史 【復印期號】200108 【英文標題】Investigation of Famine and Famine Relief in Late Qing Zhili 【 作 者】池子華/李紅英 【作者簡介】池子華1961-,男,河北大學歷史系教授,保定071002;李紅英1973-,女,河北大學政法學院法律系助教,保定071002 【內容提要】直隸是晚清時期全國災害最嚴重的省份之一,其自然災害的發(fā)生頻率位居全國之首。本文分三部分探討了晚清直隸災荒的時空分布規(guī)律、影響及減災措施。第一部分,主要以水旱災為例,從其時間、空間分布特征來論述晚清直隸災荒的嚴重性。第二部分,闡述晚清直隸災荒不僅造成社會經濟的衰退,人員的流徙或死亡,而且還引起了人們心理的震蕩,從而造成了社會秩序的紊亂,激化了社會矛盾。第三部分,探尋晚清直隸減災的措施,盡管減災措施在傳統(tǒng)的備荒救災基礎上又有新的發(fā)展,其實施也在一定程度上取得了成效,但總體上效果不佳。 【英文摘要】Zhili was the area most affected by famine in the late Qing,and the province was first in the nation in the rate for all natural disasters.The three sections of this essay examine the patterns,influences and policies for reducing famine.Part one examines the severity and length of droughts and floods in Zhili.Part two explains how natural disasters not only created social and economic decline,homelessness,and death,but also how natural disasters caused psychological shocks that disrupted social order and heightened social contradictions.Part three looks at policies for alleviating natural disasters.Despite the fact that new methods for alleviating famine were introduced and used along with traditional formulas for disaster relief,these efforts yielded limited
