【摘要】：抗戰(zhàn)時(shí)期江西省臨時(shí)省會(huì)泰和的市政建設(shè)和管理是泰和城市發(fā)展中重要的事件。戰(zhàn)前泰和的市政建設(shè)和管理十分落后和有限。省政府遷駐泰和后,泰和成為江西省的臨時(shí)省會(huì),由于機(jī)關(guān)和人口驟增。為解決眼前面臨的困難,在當(dāng)時(shí)抗戰(zhàn)艱苦的環(huán)境條件下,臨時(shí)省會(huì)對(duì)泰和進(jìn)行了力所能及的市政建設(shè)和管理。本文研究就是在這樣的背景下進(jìn)行的。 本文以城市歷史學(xué)的視角考察了戰(zhàn)時(shí)泰和城市市政建設(shè)和管理六大方面的內(nèi)容,即城市道路建設(shè)和道路交通、城市給水事業(yè)、城市休閑、娛樂(lè)設(shè)施建設(shè)、房屋規(guī)劃、城市福利事業(yè)。 通過(guò)對(duì)這些內(nèi)容的梳理、挖掘和分析,總結(jié)了戰(zhàn)時(shí)臨時(shí)省會(huì)泰和市政建設(shè)和管理的成效,保證了抗戰(zhàn)時(shí)期各個(gè)機(jī)關(guān)的正常運(yùn)轉(zhuǎn)和人民的正常生活。其進(jìn)程一直都受戰(zhàn)局影響,市政建設(shè)與管理具有臨時(shí)性、管理機(jī)制不健全、缺乏長(zhǎng)遠(yuǎn)規(guī)劃、建設(shè)和管理資金來(lái)源多渠道等特色,但建設(shè)總體成效有限。 研究這段歷史,有助于了解那個(gè)特殊年代的市政建設(shè)和管理的狀況,并在思考今天中國(guó)特別是江西城鎮(zhèn)化建設(shè)和新農(nóng)村建設(shè)管理時(shí),提出城市發(fā)展要求有長(zhǎng)遠(yuǎn)規(guī)劃,健全的機(jī)制以及實(shí)事求是。
[Abstract]:During the War of Resistance against Japan, the municipal construction and management of Taihe, the temporary capital of Jiangxi Province, was an important event in the development of Taihe City.Before the war, Taihe's municipal construction and management were very backward and limited.After the provincial government moved to Taihe, Taihe became the temporary capital of Jiangxi Province, due to a sudden increase in organs and population.In order to solve the immediate difficulties, the temporary provincial capital carried out municipal construction and management to Taihe in the difficult environment of the War of Resistance against Japan at that time.This research is carried out in this context.From the perspective of urban history, this paper examines six aspects of urban construction and management in Taihe City during wartime, namely, urban road construction and road traffic, urban water supply, urban leisure, recreational facilities construction, housing planning.Urban welfareThrough combing, excavating and analyzing these contents, this paper summarizes the effect of the construction and management of Taihe, the temporary provincial capital in wartime, and guarantees the normal operation of the various organs and the normal life of the people during the Anti-Japanese War.The process has always been affected by the war situation, the municipal construction and management has the characteristics of temporary, management mechanism is not perfect, lack of long-term planning, construction and management of various sources of funds, but the overall effectiveness of construction is limited.The study of this period of history will help us to understand the situation of municipal construction and management in that special era, and in thinking about the urbanization construction and the management of new rural construction in China today, especially in Jiangxi Province, put forward a long-term plan for urban development.Sound mechanisms and seeking truth from facts.
