【摘要】：就業(yè)是民生之本,解決老百姓的就業(yè)問題,不僅是他們生存和發(fā)展的需要,也是促進(jìn)經(jīng)濟(jì)發(fā)展的基礎(chǔ)。而其中失業(yè)人口的登記工作這一環(huán)節(jié)就顯得更為重要。新中國成立伊始,中華大地滿目瘡痍,雖然經(jīng)過三年的恢復(fù),就業(yè)形勢有了一定的好轉(zhuǎn),但就整體而言,情況依然嚴(yán)峻。面對當(dāng)時(shí)的歷史環(huán)境,面對即將到來的第一個(gè)五年計(jì)劃,國家需要大量的勞動(dòng)力,急需對勞動(dòng)力情況有一個(gè)整體的估量。而1952年上海作為中國最大的工商業(yè)城市,中國的經(jīng)濟(jì)、金融中心,是失業(yè)人口最為復(fù)雜的一個(gè)地區(qū),本文通過對1952年上海市失業(yè)人口登記工作的梳理,力求向讀者還原當(dāng)時(shí)的真實(shí)歷史,給予該項(xiàng)工作一個(gè)客觀的評價(jià),加深人們對此項(xiàng)工作的了解和認(rèn)識(shí)。本文共有五個(gè)章節(jié),第一章,主要討論上海市開展失業(yè)人口登記工作的背景問題,還原歷史環(huán)境;第二章,主要從國家對于失業(yè)人口登記這一工作的確立開始,闡述上海市對于該項(xiàng)工作的具體部署。由領(lǐng)導(dǎo)機(jī)構(gòu)的設(shè)立,再到登記步驟的規(guī)劃等,分析這一時(shí)期上海市失業(yè)人口登記工作的準(zhǔn)備情況;第三章,對于上海市失業(yè)人口登記工作的歷史進(jìn)程進(jìn)行闡述。由前期的調(diào)查準(zhǔn)備開始,到試驗(yàn)工作的開展,再到最后大規(guī)模的全面開展。分析各個(gè)階段所取得經(jīng)驗(yàn),還原該項(xiàng)事件的整個(gè)歷史過程;第四章,描述失業(yè)登記工作的整體情況,以及所獲經(jīng)驗(yàn)與不足之處,說明該項(xiàng)工作得以成功的條件。第五章,對于上海市失業(yè)人口登記工作進(jìn)行評述。
[Abstract]:Employment is the foundation of people's livelihood. To solve the employment problem of ordinary people is not only the need of their survival and development, but also the basis of promoting economic development.Among them, the registration of the unemployed is even more important.At the beginning of the founding of the people's Republic of China, the land of China was scarred. Although after three years of recovery, the employment situation has improved, but on the whole, the situation is still grim.In the face of the historical environment at that time and the coming first five-year plan, the country needs a large amount of labor force, and it is urgent to have an overall estimate of the labor force situation.In 1952, Shanghai was the largest industrial and commercial city in China, and the economic and financial center of China was one of the most complicated areas for the unemployed population. This paper combs the registration of the unemployed population in Shanghai in 1952.Try to restore the real history to the readers, give the work an objective evaluation, deepen people's understanding and understanding of this work.There are five chapters in this paper, the first chapter mainly discusses the background of the work of unemployment registration in Shanghai, the restoration of the historical environment, the second chapter, mainly from the establishment of the national unemployment registration work,This paper expounds the specific arrangements for this work in Shanghai.From the establishment of leading institutions to the planning of registration steps, this paper analyzes the preparation situation of unemployment registration in Shanghai during this period. Chapter three, the historical process of unemployment registration in Shanghai is expounded.From the preliminary investigation preparation, to the test work, and then to the final large-scale full-scale development.In chapter 4, the author describes the whole situation of the unemployment registration work, the experience and deficiency, and explains the conditions for the success of the work.The fifth chapter reviews the work of unemployment registration in Shanghai.
