南京國(guó)民政府文化政策研究(1927~1949)

【摘要】:文化政策是代表一定階級(jí)的執(zhí)政黨或政治集團(tuán)的文化利益與要求在政治層面的反映,直接體現(xiàn)了這些政治勢(shì)力在一定歷史時(shí)期的政治文化意志。文化政策與文化及社會(huì)發(fā)展的關(guān)系十分密切,執(zhí)政黨或政治集團(tuán)通過(guò)文化政策直接干預(yù)文化發(fā)展,影響相應(yīng)時(shí)期的文化建設(shè)內(nèi)容、文化發(fā)展規(guī)模、文化繁榮程度以及文化未來(lái)走向,甚至成為一個(gè)國(guó)家整體建設(shè)成就、擁有國(guó)際地位乃至民族興衰成敗的重要影響因素。南京國(guó)民政府是形式上統(tǒng)一現(xiàn)代中國(guó)的合法政權(quán),其文化政策是影響現(xiàn)代中國(guó)文化發(fā)展的重要因素,也是現(xiàn)代中國(guó)文化轉(zhuǎn)型中的助推力或反作用力。1927~1949年間,從政權(quán)建立初期的黨內(nèi)紛爭(zhēng)、黨外異見(jiàn),到日本帝國(guó)主義入侵中國(guó),再到戰(zhàn)后統(tǒng)一全國(guó)的政權(quán)爭(zhēng)奪,南京國(guó)民政府在復(fù)雜的社會(huì)環(huán)境中開(kāi)展政治、經(jīng)濟(jì)、軍事、農(nóng)業(yè)等一些列國(guó)家建設(shè)措施的同時(shí),也較為積極地推動(dòng)了文化事業(yè)的建設(shè),以三民主義為國(guó)家文化政策的最高指導(dǎo)原則,以文化統(tǒng)制為國(guó)家文化政策的主要手段,以中央執(zhí)行委員會(huì)為最高權(quán)力機(jī)關(guān)和文化政策決策機(jī)關(guān),以法律法規(guī)為文化政策的施行保駕護(hù)航,發(fā)動(dòng)了多項(xiàng)文化運(yùn)動(dòng),開(kāi)展了多種類(lèi)型的審查,也進(jìn)行了一些積極建設(shè),在一定程度上推動(dòng)了現(xiàn)代中國(guó)文化的轉(zhuǎn)型與發(fā)展。研究南京國(guó)民政府文化政策的制定與施行,本文從五個(gè)部分入手,探討其文化政策的時(shí)代特色與階級(jí)屬性,探查南京國(guó)民政府如何在政局動(dòng)蕩和列強(qiáng)侵略的復(fù)雜環(huán)境下開(kāi)展文化建設(shè),以及如何處理國(guó)家核心文化認(rèn)同和民眾文化需求之間的矛盾關(guān)系。本文在引言中詳細(xì)闡明了選題緣由、研究意義、研究方法與路徑以及國(guó)內(nèi)外研究現(xiàn)狀,對(duì)關(guān)鍵詞進(jìn)行了明確的界定。在了解南京國(guó)民政府文化政策形成的社會(huì)背景、歷史基礎(chǔ)以及現(xiàn)實(shí)前提的基礎(chǔ)上(第一章),對(duì)南京國(guó)民政府文化政策的方針、目標(biāo)以及施行方式進(jìn)行了深入的分析(第二章);通過(guò)對(duì)南京國(guó)民政府文化政策的決策機(jī)構(gòu)和執(zhí)行機(jī)構(gòu)及其職能的進(jìn)一步考察(第三章);探討南京國(guó)民政府具體推行的文化活動(dòng),包括以三民主義打造的多項(xiàng)文化運(yùn)動(dòng),以“審查”為名的多項(xiàng)鉗制活動(dòng),以及在宗教信仰、文物保護(hù)等方面的積極措施等(第四章),形成政策制定——政策執(zhí)行——政策成效的嚴(yán)密論證,挖掘隱藏在南京國(guó)民政府文化政策制定與推行背后的一些因素,揭示南京國(guó)民政府的文化政策因拉大了國(guó)家文化核心認(rèn)同與民眾文化需求之間的矛盾關(guān)系,從而導(dǎo)致政策失敗,成為南京國(guó)民政府結(jié)束大陸統(tǒng)治的重要原因。為了形成結(jié)構(gòu)清晰、邏輯分明的嚴(yán)密性論證,本文涉及了歷史學(xué)、政治學(xué)、文化學(xué)、藝術(shù)學(xué)、社會(huì)學(xué)、管理學(xué)等多個(gè)學(xué)科的專(zhuān)業(yè)知識(shí),采用文獻(xiàn)研究、結(jié)構(gòu)——功能分析、對(duì)比研究等方法,塑造了一個(gè)立體的,多維度的文化政策研究路徑。
[Abstract]:Cultural policy is the reflection of the cultural interests and requirements of the ruling party or political group of a certain class on the political level, which directly reflects the political and cultural will of these political forces in a certain historical period.Cultural policy is closely related to cultural and social development. The ruling party or political group directly interferes with cultural development through cultural policy, which influences the content of cultural construction and the scale of cultural development in the corresponding period.The degree of cultural prosperity and the future trend of culture even become an important influence factor of a country's overall construction achievement, international status and even the success or failure of a nation.Nanjing National Government is the legal regime that unifies modern China in form. Its cultural policy is an important factor that influences the development of modern Chinese culture, and it is also the impetus or reaction force in the transformation of modern Chinese culture.From the inner-party disputes in the early days of the establishment of the regime, the dissent between the Party and the outside, to the invasion of China by Japanese imperialism, to the post-war struggle for political power to unify the whole country, the Nanking Nationalist Government carried out political, economic and military activities in a complex social environment.While agriculture and other national construction measures are listed, they have also actively promoted the construction of cultural undertakings, with the three people's principles as the supreme guiding principle of the country's cultural policy and cultural control as the main means of the country's cultural policy.With the Central Executive Committee as the supreme organ of power and decision-making organs for cultural policy, and laws and regulations as the escort for the implementation of cultural policies, a number of cultural campaigns have been launched, various types of reviews have been carried out, and some positive construction has been carried out.To some extent, it promotes the transformation and development of modern Chinese culture.This paper studies the formulation and implementation of the cultural policy of the Nanjing National Government, starting with five parts, discusses the age characteristics and class attributes of its cultural policy.This paper probes into how the Nanjing National Government carries out cultural construction under the complicated environment of political instability and invasion by foreign powers, and how to deal with the contradiction between the national core cultural identity and the cultural needs of the people.In the introduction, this paper explains in detail the reason, significance, research methods and approaches, and the current research situation at home and abroad, and gives a clear definition of the key words.On the basis of understanding the social background, historical basis and realistic premise of the cultural policy formation of the Nanjing National Government (Chapter one, the policy towards the cultural policy of the Nanjing National Government,The purpose and the mode of implementation are analyzed in depth (Chapter II); through a further investigation of the decision-making organs and executive bodies and their functions of the cultural policy of the Nanjing National Government (Chapter III), the cultural activities carried out by the Nanjing National Government are discussed.These include a number of cultural movements based on the "three people's principles", a number of repression activities in the name of "censorship", and religious beliefs.Positive measures for cultural relic protection and so on (Chapter IV), forming a rigorous demonstration of policy formulation, policy implementation, and policy effectiveness, and digging up some factors hidden behind the cultural policy formulation and implementation of the Nanjing National Government.It is revealed that the cultural policy of the Nanjing National Government has enlarged the contradictory relationship between the core identity of the national culture and the cultural needs of the people, which has led to the failure of the policy, and has become an important reason for the Nanjing National Government to end the rule of the mainland.In order to form a strict argumentation with clear structure and clear logic, this paper deals with the specialized knowledge of history, politics, culture, art, sociology, management and so on, and adopts literature research, structure-function analysis, etc.Comparative study and other methods have shaped a stereoscopic and multidimensional approach to cultural policy research.
