【摘要】：抗戰(zhàn)前,湖南銀行地域分布不平衡,分支機(jī)構(gòu)少,因而業(yè)務(wù)總量較少,對促進(jìn)湖南省經(jīng)濟(jì)發(fā)展的作用較小,影響也非常有限�？箲�(zhàn)爆發(fā)后,隨著國民政府的戰(zhàn)略布局調(diào)整及戰(zhàn)場形勢的變化,湖南由抗戰(zhàn)后方轉(zhuǎn)變?yōu)榭箲?zhàn)前方,在此情形下,國民政府基于穩(wěn)定經(jīng)濟(jì),發(fā)展生產(chǎn)及支援抗戰(zhàn)的考慮,相繼頒布法令,調(diào)整及規(guī)范銀行業(yè)的發(fā)展,使其達(dá)到穩(wěn)定金融、促進(jìn)社會經(jīng)濟(jì)發(fā)展的作用。在湖南省政府的積極協(xié)調(diào)下,湖南境內(nèi)銀行業(yè)發(fā)生了顯著變化:包括國家銀行、省銀行以及商業(yè)銀行在內(nèi)的各式銀行不僅在分支機(jī)構(gòu)數(shù)上取得了長足發(fā)展,遍及到了湖南境內(nèi)的所有縣市,而且在業(yè)務(wù)發(fā)展發(fā)面取得了較大突破。不斷健全發(fā)展的銀行業(yè)務(wù),不僅完善了自身系統(tǒng),完成了湖南地方金融網(wǎng)的建設(shè),而且對于推動湖南經(jīng)濟(jì)發(fā)展,起到了十分重要的作用,有力的支援了抗戰(zhàn)。但同時(shí)也暴露出銀行在各項(xiàng)生產(chǎn)貸款上存在數(shù)額小、種類少、利率高等缺點(diǎn)。更有銀行無視法令,參與商業(yè)盈利,產(chǎn)生了一定程度的社會負(fù)面影響。
[Abstract]:Before the War of Resistance against Japan, the regional distribution of Hunan Bank was unbalanced and the branches were few, so the total amount of business was less, the effect on promoting the economic development of Hunan Province was small, and the influence was also very limited.After the outbreak of the Anti-Japanese War, with the adjustment of the national government's strategic layout and the change of the battlefield situation, Hunan changed from the rear of the Anti-Japanese War to the front of the Anti-Japanese War. Under such circumstances, the National Government considered to stabilize the economy, develop production and support the Anti-Japanese War.Laws were issued one after another to regulate and standardize the development of the banking industry, so as to stabilize finance and promote social and economic development.Under the active coordination of the Hunan Provincial Government, the banking industry in Hunan has undergone remarkable changes: banks of various kinds, including the State Bank, provincial banks and commercial banks, have not only made great progress in the number of branches,Throughout all the counties and cities in Hunan, and in business development has made a major breakthrough.The continuous and sound development of banking not only improved its own system, completed the construction of Hunan local financial network, but also played a very important role in promoting the economic development of Hunan.But at the same time also exposed the bank in the production of loans in a small amount, a small variety, high interest rates and other shortcomings.Some banks ignored the law and participated in commercial profits, which had a certain degree of negative social impact.
