【摘要】：饒應(yīng)祺為晚清邊疆重臣之一,在新疆從政十?dāng)?shù)載,尤其是他擔(dān)任新疆巡撫期間(1895-1902)對(duì)新疆的發(fā)展起著重要作用。面對(duì)紛亂繁雜的社會(huì)局勢(shì)和嚴(yán)重的邊疆危機(jī),饒應(yīng)祺結(jié)合新疆實(shí)際,相機(jī)圖保,維護(hù)了國(guó)家主權(quán)與領(lǐng)土的完整,并實(shí)施了一系列保境安民的治內(nèi)措施,其務(wù)實(shí)主義的民族宗教政策,亦相對(duì)舒緩了新疆的民族宗教矛盾。 《饒應(yīng)祺主新芻議》一文以饒應(yīng)祺任新疆巡撫時(shí)期的施政內(nèi)容為線索,探討了饒應(yīng)祺主新時(shí)期的施政特點(diǎn)及其影響。全文分為三章,分別就饒應(yīng)祺主新的外交政策、主內(nèi)政策、民族政策等方面逐章進(jìn)行了討論：第一部分是其對(duì)外政策,這部分主要交代了面對(duì)變化莫測(cè)的國(guó)內(nèi)外局勢(shì)以及俄、英兩國(guó)咄咄逼人的外交干涉,饒應(yīng)祺展開(kāi)了維護(hù)國(guó)家主權(quán)與領(lǐng)土的外交活動(dòng),其外交政策使得新疆無(wú)大的邊界沖突發(fā)生,有利于新疆的社會(huì)穩(wěn)定和發(fā)展；第二部分闡述了饒應(yīng)祺的對(duì)內(nèi)措施,主要闡述了饒應(yīng)祺任新疆巡撫時(shí)期所采取的一系列的政治、軍事、經(jīng)濟(jì)舉措,保證了新疆的穩(wěn)步發(fā)展；第三部分是饒應(yīng)祺的民族政策,饒應(yīng)祺撫新時(shí)期的民族政策主要包括以下內(nèi)容：一是羈縻與安撫政策、二是“有教無(wú)類(lèi)”民族教育政策、三是屯田政策。這些政策都是特定歷史條件下,饒應(yīng)祺務(wù)實(shí)主義的民族政策具有滯后性,但卻是切實(shí)、可行的。
[Abstract]:Rao Yingqi, one of the most important officials in the border areas of the late Qing Dynasty, played an important role in the development of Xinjiang during his political career in Xinjiang for more than ten years, especially during his reign as governor of Xinjiang. In the face of the complicated social situation and the serious border crisis, Rao Yingqi played an important role in the development of Xinjiang. In combination with the reality of Xinjiang, Rao Yingqi maintains the national sovereignty and territorial integrity, and implements a series of internal measures to protect the territory and the people. His pragmatic national and religious policy also relatively alleviates the ethnic and religious contradictions in Xinjiang. Based on the contents of Rao Yingqi's administration during his reign as governor of Xinjiang, the article probes into the characteristics and influence of Rao Yingqi's administration in the new period. The full text is divided into three chapters, respectively, on Rao Yingqi's new foreign policy and main internal policy. The first part is its foreign policy, which mainly explains the unpredictable domestic and foreign situation and the aggressive diplomatic intervention of Russia and Britain. Rao Yingqi launched diplomatic activities to safeguard national sovereignty and territory. His foreign policy made Xinjiang have no major border conflicts, which is conducive to the social stability and development of Xinjiang. The second part expounds Rao Yingqi's internal measures. This paper mainly expounds a series of political, military and economic measures adopted by Rao Yingqi as governor of Xinjiang to ensure the steady development of Xinjiang. The third part is Rao Yingqi's national policy. Rao Yingqi's national policy in the new period mainly includes the following contents: first, Jimi and pacification policy; second, "there are no classes of education" for ethnic education; and third, the policy of opening up fields. These policies are all under specific historical conditions. The national policy of Rao Yingqi's pragmatism is lagged, but it is practical and feasible.
