【摘要】：南京國(guó)民政府統(tǒng)一全國(guó)后,頒行了一系列規(guī)制地方社會(huì)的制度。在看似制度體系漸成的背景下,地方社會(huì)經(jīng)歷著自上而下的制度沖擊與具體實(shí)踐的磨合。四川榮縣在冬防嚴(yán)峻時(shí)期著手制定守望規(guī)則,其守望相助的微觀實(shí)踐展現(xiàn)出在現(xiàn)代國(guó)家建構(gòu)過(guò)程中,制度無(wú)法抵進(jìn)的地方社會(huì)仍需依靠地方力量予以支持,從而建立既符合地方傳統(tǒng)又能被有效執(zhí)行的地方防務(wù)體系。制度所代表的國(guó)家權(quán)力的下沉并非直線型,而是受地方固有習(xí)慣與傳統(tǒng)的影響,形成曲折漸進(jìn)之勢(shì)。地方防務(wù)體系背后體現(xiàn)了國(guó)家制度與舊傳統(tǒng)交融下的地方社會(huì)基于共同利益的現(xiàn)實(shí)選擇。
[Abstract]:After the Nanjing National Government unified the whole country, it issued a series of systems to regulate the local society. The local society has experienced the combination of the system impact from the top down and the concrete practice. In the severe period of winter prevention, Rongxian County in Sichuan Province began to make watch rules, and its microscopic practice of keeping watch and helping each other showed that in the process of constructing a modern country, The local society, which the system cannot reach, still needs to rely on local forces to support it, so as to establish a local defense system that conforms to local traditions and can be effectively implemented. The subsidence of state power represented by the system is not linear. The local defense system reflects the local society's realistic choice based on the common interests under the combination of the national system and the old tradition.
