【摘要】：咨議局,作為近代中國地方議會(huì)政治的重要基礎(chǔ),是清末立憲運(yùn)動(dòng)的產(chǎn)物,在晚清的政治舞臺(tái)上發(fā)揮了重要作用。湖南咨議局作為當(dāng)時(shí)二十一個(gè)咨議局的重要一員,在短短的兩年時(shí)間里,參與了省內(nèi)外的一系列重要活動(dòng),在湖南乃至全國的政治舞臺(tái)上發(fā)揮了重要作用。本文在楊鵬程所編的《湖南咨議局文獻(xiàn)匯編》(湖南人民出版社,2010年)資料基礎(chǔ)上,結(jié)合湖南圖書館保存的湖南咨議局檔案,并參考前人的研究成果,對(duì)湖南咨議局進(jìn)行了較為全面地考察。文章從選舉入手,對(duì)湖南咨議局的初選舉和復(fù)選舉過程加以梳理,理清當(dāng)時(shí)第一次議員選舉的來龍去脈,并對(duì)選出的八十二位議員和候補(bǔ)議員的社會(huì)背景加以考察,從年齡、功名、職銜、地域分布等角度對(duì)議員背景加以解讀,為議員活動(dòng)的考察作了鋪墊。湖南咨議局成立后,廣大議員從圍繞議案開展活動(dòng)到領(lǐng)導(dǎo)湖南保路運(yùn)動(dòng),再到參加全國的國會(huì)請(qǐng)?jiān)高\(yùn)動(dòng),不斷擴(kuò)大其影響。湖南咨議局積極參與省內(nèi)外各種活動(dòng)的同時(shí),它與地方督撫之間的關(guān)系也在發(fā)生著變化,從第一屆常年會(huì)期間的合作一步步走向沖突和對(duì)抗,到第二屆常年會(huì)期間,尤其是“湘省公債案”將二者的矛盾激化到了頂點(diǎn),最終分道揚(yáng)鑣�？偲饋砜�,湖南咨議局從成立到解散,雖只有短短的兩年時(shí)間,但它在促進(jìn)湖南社會(huì)經(jīng)濟(jì)發(fā)展、維護(hù)湖南利權(quán)、改善湖南吏治等方面發(fā)揮了應(yīng)有的作用,推動(dòng)了湖南的近代化,同時(shí)湖南咨議局也是全國立憲運(yùn)動(dòng)的急先鋒,湖南議員的表現(xiàn)給時(shí)人留下了深刻的印象,他們?cè)跀U(kuò)大自身影響力的同時(shí),也為近代中國民主政治做出了自己的貢獻(xiàn)。通過對(duì)湖南咨議局較為全面地考察,本文基本理清了湖南咨議局的產(chǎn)生過程、主持和參與的重要政治活動(dòng),以及與地方督撫的關(guān)系,從而勾勒出湖南咨議局的基本發(fā)展脈絡(luò),顯示了湖南咨議局在省內(nèi)外政治舞臺(tái)上的影響力,這些將對(duì)湖南近代史研究產(chǎn)生積極影響。
[Abstract]:The Council of the Union, as an important foundation of the politics of local councils in modern China, was the product of the constitutionalism movement in the late Qing Dynasty and played an important role in the political stage of the late Qing Dynasty. In a short period of two years, he participated in a series of important activities inside and outside the province. It has played an important role in the political stage of Hunan and even the whole country. Based on the "Collection of documents of Hunan State of the Union Bureau" (Hunan people's Publishing House, 2010) compiled by Yang Pengcheng, this paper combines the archives of Hunan State of the Union Bureau kept by Hunan Library. Referring to the previous research results, this paper makes a relatively comprehensive investigation on the Hunan Provincial Council of the Union. The article begins with the election, combs the process of the initial election and the re-election of the Hunan Provincial Council, and clarifies the background of the first election of the members of the Legislative Council at that time. It also examines the social background of the 82 elected members and alternate members, and interprets the background of the members from the angles of age, reputation, rank, geographical distribution, and so on, in order to pave the way for the investigation of the activities of the deputies. After the establishment of the Hunan Provincial Council of the Union, From activities around the motion to leading the Hunan Protective Road Movement, to participating in the National Congress petition Movement, and constantly expanding its influence, the Hunan Provincial Council actively participated in all kinds of activities inside and outside the province. Its relationship with local governors is also changing, from the cooperation during the first annual session to the conflict and confrontation step by step, to the second session, especially the Hunan Provincial Public debt case, which intensified the contradiction between the two. In general, the Hunan Provincial Council has played its due role in promoting Hunan's social and economic development, safeguarding Hunan's interest in power, and improving the administration of officials in Hunan, although it has only been a short period of two years from its establishment to its dissolution. It has promoted the modernization of Hunan, and at the same time, the Hunan Provincial Council has also been the vanguard of the national constitutionalism movement. The performance of Hunan legislators has left a deep impression on the people of the time, and they have expanded their influence at the same time. It has also made its own contribution to modern Chinese democratic politics. Through a more comprehensive investigation of the Hunan Provincial Council of the Union, this paper has basically clarified the process of its emergence, the important political activities it presided over and participated in, and its relationship with the governor of the local government. Thus, it outlines the basic development context of the Hunan Union and Conference Bureau, and shows the influence of the Hunan Union and Assembly Bureau on the political stage inside and outside the province, which will have a positive impact on the study of Hunan's modern history.
