【摘要】：飭辦商會是近代中國政府改良社會治理的重要舉措。作為溝通政府與工商群體的中介,商會對近代中國社會影響深遠�；诠矆F體的屬性,商會經費問題成為衡量組織整合能力的重要標準,經費籌措從一個側面反映組織的影響力,經費用度則從另一個側面體現(xiàn)組織職能的履行。以常州商會為例,探微近代中國商會的經費問題,經費困境主要影響因素為規(guī)制與現(xiàn)實的脫節(jié)、非強制入會原則,從而影響工商群體的整合。受其影響,商會經費主要來源于商會領袖的捐款、勸募、會員會費、公共事業(yè)捐,經費用度主要分為事務費和事業(yè)費,體現(xiàn)"聯(lián)絡商情,保護商業(yè),開通商智,維持公益,承上接下"的事業(yè)宗旨,然而經費支絀、組織整合能力式微等困局日顯,究其原因在于組織規(guī)制的不完善。
[Abstract]:It is an important measure for the Chinese government to improve social governance in modern China. As an intermediary between the government and the industrial and commercial groups, the Chamber of Commerce has far-reaching influence on modern Chinese society. The issue of chamber of commerce funds has become an important standard to measure the ability of organization integration. The financing reflects the influence of the organization from one side, and the expenditure degree reflects the performance of the organization's function from the other side. Take Changzhou Chamber of Commerce as an example. Probing into the fund problem of China Chamber of Commerce in modern times, the main influencing factors are the disconnection between regulation and reality, the principle of non-compulsory membership, thus affecting the integration of industrial and commercial groups. Under its influence, the funds of the Chamber of Commerce mainly come from the donations of the leaders of the Chamber of Commerce. Solicitation, membership fees, public utility donations, and expenses are mainly divided into business fees and business expenses, reflecting the purpose of "liaison with business, protection of commerce, opening of business intelligence, maintenance of public interest, acceptance of the upper and lower levels of the public interest". However, the funds are outstretched. The difficulty of the decline of organizational integration ability is due to the imperfection of organizational regulation.
