【摘要】： 晚清的中國(guó)面臨著嚴(yán)重的內(nèi)憂外患,清政府被迫實(shí)行新政,在此特殊時(shí)期,聯(lián)豫作為最后一任駐藏大臣,秉承清政府之命,走進(jìn)西藏,全理西藏一切事務(wù),尤其是“新政”事務(wù)。 作為一名有一定世界眼光的封疆大吏,聯(lián)豫在藏六年期間,實(shí)行了一系列新政措施。政治方面:恢復(fù)舊制,駐藏幫辦大臣仍駐前藏;裁糧員,改設(shè)理事官和駐地委員;撤銷駐藏幫辦大臣,設(shè)左右參贊;革新駐藏大臣衙門組織。經(jīng)濟(jì)方面:設(shè)陳列所,派遣藏民赴川學(xué)習(xí)工藝;收回地方鑄幣權(quán),歸國(guó)家所有;另外在修路、電訊和郵電等事業(yè)方面也略有所為。文教方面:設(shè)立初級(jí)小學(xué)堂、漢文藏文傳習(xí)所和白話報(bào)館,還設(shè)立陸軍小學(xué)堂和警務(wù)學(xué)堂等。軍事外交方面:聯(lián)豫提出“諸事之中,尤以練兵為急務(wù)�！辈榛I餉多方而努力;調(diào)川軍入藏。他還注意正確地處理西藏與“廓爾喀”(尼泊爾)的關(guān)系;擬設(shè)領(lǐng)事館,以保僑民的安全和利益。另外他還竭力處理好入藏人員有關(guān)事宜以及西藏地方官員的事情。 聯(lián)豫作為晚清駐藏大臣,他的所作所為,無論是對(duì)藏區(qū)還是對(duì)中央政府都起著非常重要的歷史作用。面對(duì)外侮,他多能堅(jiān)決抵抗,維護(hù)我國(guó)各項(xiàng)主權(quán)不受外人侵犯;面對(duì)內(nèi)亂,他絞盡腦汁,剿撫兼施,竭力保證藏區(qū)地方的安定;面對(duì)一些混亂的落后的眾多內(nèi)部事務(wù),他勵(lì)精圖治,加強(qiáng)對(duì)西藏施政,以促進(jìn)西藏地區(qū)的發(fā)展。 總之,聯(lián)豫應(yīng)清中央政府全國(guó)新政的潮流,奉清廷之命到西藏推行新政,雖然新政有很大的歷史局限性,但卻是一種自覺適應(yīng)時(shí)代發(fā)展需要的舉措,是代表歷史進(jìn)步發(fā)展的客觀要求,是一條符合歷史發(fā)展規(guī)律的道路,因此,在一定程度上是值得肯定的。

In a word, the United and Henan governments responded to the trend of the central government's national new policies, and were ordered by the Qing government to carry out the new policies in Tibet. Although the New deal had great historical limitations, it was an act of conscious adaptation to the needs of the development of the times. It is an objective requirement of historical progress and development and a road that accords with the law of historical development, so, to some extent, it is worth affirming.
