【摘要】：押金是佃農(nóng)交納的地租保證金,退押運(yùn)動是1950—1951年新區(qū)開展的地主退還押金的運(yùn)動。曹樹基教授以四川江津縣檔案為中心,是首位細(xì)致研究退押運(yùn)動的學(xué)者。筆者深受其啟發(fā),但基本認(rèn)識又與之相悖:從背景看,退押運(yùn)動的發(fā)起與1940年后押租制下佃農(nóng)的經(jīng)濟(jì)損害直接相關(guān),跳過這一時(shí)段去爭論1940年前押租制對佃農(nóng)的利弊是走向了論證偏歧;從目的看,退押運(yùn)動和支持人民幣信用以及增加農(nóng)業(yè)稅收入幾無關(guān)聯(lián),并非政府為充盈財(cái)政而設(shè)計(jì)的圖謀,而是中共在前土改時(shí)期打擊地主、啟發(fā)農(nóng)民“覺悟”的決策體現(xiàn)。
[Abstract]:The deposit is the rent deposit paid by the tenant farmers, and the remanding movement is the movement of returning the deposit by the landlords in the new area from 1950 to 1951. Professor Cao Shuji, centered on the archives of Jiangjin County, Sichuan Province, is the first scholar to study the remanding movement in detail. But the basic understanding is contrary to it: from the background, the initiation of the retreat movement is directly related to the economic damage of the tenant farmers under the system of remand rent after 1940, skipping this time to argue the advantages and disadvantages of the prepawn lease system on the tenant farmers before 1940 is going to be biased in argumentation; From the point of view of purpose, the retreat movement has little connection with supporting RMB credit and increasing the income of agricultural tax. It is not a plan designed by the government to replenish finance, but the decision of the Communist Party of China to crack down on landlords and inspire peasants'"consciousness" in the period of land reform before the land reform.
