【摘要】：抗戰(zhàn)時(shí)期,應(yīng)戰(zhàn)局之需,國(guó)防工程亟待構(gòu)筑。推行國(guó)防工程工役成為國(guó)民政府的當(dāng)務(wù)之急。為穩(wěn)定并激勵(lì)征調(diào)到的民工,保障工程在限期內(nèi)完成,經(jīng)費(fèi)來(lái)源在國(guó)防工程工役中尤顯重要。從渠道來(lái)看,國(guó)防工程工役的民工經(jīng)費(fèi)主要來(lái)源于中央財(cái)政撥款和地方籌款。從整體上分析,中央財(cái)政撥款是主體,但時(shí)不敷支出。為保障修筑國(guó)防工程的民工基本生存需要,辦理工役的各縣(市)則不得不采取各種方式籌款,如主要有征收代役(工)金、挪墊、攤派、借款。這在一定程度上給地方帶來(lái)了重負(fù)。但中央財(cái)政撥款偶有超出實(shí)際開(kāi)支。在這種情況下,盈余之款則有限地挹注了地方發(fā)展。在大局上,各種渠道的經(jīng)費(fèi)來(lái)源解決了短期內(nèi)因征調(diào)大量勞動(dòng)力所急需的財(cái)政開(kāi)支,保證了戰(zhàn)時(shí)國(guó)防工程的順利修筑,而配合了戰(zhàn)局,但也存在明顯的現(xiàn)實(shí)問(wèn)題。
[Abstract]:During the War of Resistance against Japan, in response to the needs of the war situation, the national defense project was urgently needed to be constructed. The implementation of the national defense engineering service became an urgent task for the national government. In order to stabilize and motivate the migrant workers who had been recruited, the guarantee project was completed within the deadline. Funding sources are particularly important in national defense engineering and servitude. From the perspective of channels, the funds for migrant workers in national defense engineering work mainly come from the central financial allocation and local fund-raising. On the whole, the central financial allocation is the main body. In order to ensure the basic survival needs of migrant workers who are building national defense projects, the counties (cities) that handle labor services have to take various ways to raise funds, such as levying surrogate fees, moving mats, and apportioning them. Borrowing. To a certain extent, this imposes a heavy burden on the local authorities. But the central budget has occasionally exceeded the actual expenditure. In this case, the surplus has been pumped into local development in a limited way. In the overall situation, All kinds of sources of funds have solved the urgent financial expenditure in the short term because of the mobilization of a large number of labor forces, and ensured the smooth construction of the wartime national defense project, and coordinated with the war situation, but there are also obvious practical problems.
