【摘要】：抗戰(zhàn)爆發(fā)后不久,國(guó)民黨轉(zhuǎn)入戰(zhàn)時(shí)體制。福建是國(guó)民黨能夠直接控制的省份之一,戰(zhàn)前有較好的黨務(wù)基礎(chǔ),且不是日軍的主攻方向,因而有較好的條件實(shí)現(xiàn)體制的轉(zhuǎn)變。本文以戰(zhàn)時(shí)國(guó)民黨福建省各級(jí)黨部(省黨部、縣市及以下黨部)為研究對(duì)象,主要依據(jù)福建省檔案館檔案“國(guó)民黨福建省黨部”(全宗號(hào)：82)及福建國(guó)民黨黨刊黨報(bào)等歷史資料,考察了戰(zhàn)時(shí)國(guó)民黨福建各級(jí)黨部的組織機(jī)構(gòu)、人員群體、主要活動(dòng)及各級(jí)黨部與政府的關(guān)系,比較完整地勾勒出戰(zhàn)時(shí)體制下國(guó)民黨地方黨部的存在狀況,以探求國(guó)民黨在地方統(tǒng)治的特征、“國(guó)民黨政權(quán)"中“黨”的地位和作用,更好地理解“國(guó)民黨政權(quán)"的歷史涵義。本文認(rèn)為,國(guó)民黨福建地方黨部在改制后,組織機(jī)構(gòu)設(shè)置更加完備,組織、人員數(shù)量迅速膨脹,但這些并未使國(guó)民黨的力量得到相應(yīng)的增長(zhǎng),國(guó)民黨在地方政治中所起的作用非常有限,“以黨治國(guó)”的理念在地方層面得不到實(shí)現(xiàn)。
[Abstract]:Shortly after the outbreak of the war, the Kuomintang into wartime system.
