【摘要】：抗戰(zhàn)全面爆發(fā)前中國農(nóng)民銀行的紙幣發(fā)行問題,集中反映了這一時(shí)期蔣介石對貨幣發(fā)行、幣制改革等重大財(cái)經(jīng)問題的基本態(tài)度,揭示了他與南京國民政府財(cái)政當(dāng)局的深層矛盾。四省農(nóng)民銀行的紙幣發(fā)行量曾受到多方面限制,蔣介石通過推動成立中國農(nóng)民銀行,使其運(yùn)營范圍和紙幣發(fā)行規(guī)模不斷擴(kuò)大。1935年法幣改革期間,蔣介石、孔祥熙、徐繼莊圍繞該行是否有資格發(fā)行法幣等問題反復(fù)博弈。此后,蔣介石出于軍政需要,不僅同意農(nóng)行鈔票與法幣同樣行使,而且一再允許該行增發(fā)紙幣。然而,為順利籌組"中央準(zhǔn)備銀行"以破解財(cái)政困局,蔣介石最終決定悉數(shù)收回中國農(nóng)民銀行的發(fā)行準(zhǔn)備金,而國民政府權(quán)力架構(gòu)的調(diào)整則是促使蔣介石與該行關(guān)系發(fā)生改變的關(guān)鍵。
[Abstract]:The issue of banknotes issued by the Farmers Bank of China before the full-scale outbreak of the War of Resistance against Japan mainly reflected Jiang Jieshi's basic attitude towards major financial and economic issues such as currency issuance, currency system reform, and so on. It reveals the deep contradiction between him and the financial authorities of the Nanjing National Government. The circulation of banknotes of the four provinces was restricted in many ways, and Jiang Jieshi promoted the establishment of the Farmers Bank of China. In 1935, during the legal reform, Jiang Jieshi, Kong Xiangxi, and Xu Jizhuang repeatedly played games over whether the bank was eligible to issue legal coins. Since then, Jiang Jieshi has been in military and political need. Not only did they agree that Agricultural Bank banknotes should be used in the same way as the French currency, but they also repeatedly allowed the bank to issue additional banknotes. However, in order to successfully set up a "Central Reserve Bank" to solve the financial difficulties, Jiang Jieshi finally decided to fully recover the issue reserve of the Farmer Bank of China. The adjustment of the power structure of the national government is the key to the change of Jiang Jieshi's relationship with the bank.
