【摘要】：國營華北制藥廠(華北制藥集團有限責任公司的前身)是由蘇聯(lián)和民主德國幫助設計、建設的大型醫(yī)藥聯(lián)合企業(yè),是新中國第一個五年計劃期間由蘇聯(lián)援建的“156項工程”之一,是當時中國乃至亞洲最大的制藥廠。它的建成投產(chǎn),徹底改變了中國抗生素(青霉素、鏈霉素)嚴重依賴進口的局面,在中國抗生素產(chǎn)業(yè)的發(fā)展歷程中具有重要地位。并且對所在城市的建設和發(fā)展起了重要的帶動作用。 本文研究的時間范圍是從開始籌建的1953年至1965年。在充分考慮這期間國內(nèi)外環(huán)境的變化對華藥成長影響的基礎上,論述了項目的建設過程、投產(chǎn)后的生產(chǎn)運營與管理方面的情況以及由華藥近13年的成長過程引起的一些思考。本文充分肯定了華北制藥廠的歷史貢獻,以及蘇援“156項工程”在中國工業(yè)化進程中的巨大作用。通過個案分析,以求更為客觀地看待蘇援“156項工程”以及隨之而來的蘇聯(lián)因素對中國社會諸多領域的影響。并試圖對傳統(tǒng)計劃經(jīng)濟體制作出公允的評價。系統(tǒng)梳理總結(jié)這其中豐富的經(jīng)驗教訓對中國的經(jīng)濟建設是十分有益的，，也可為當今企業(yè)的發(fā)展提供必要的歷史借鑒。
[Abstract]:The state-run Huabei Pharmaceutical Factory (the predecessor of Huabei Pharmaceutical Group Co., Ltd.) is a large pharmaceutical joint enterprise designed and built with the help of the Soviet Union and the Democratic Republic of Germany. It is one of the "156 projects" built by the Soviet Union during the first five-year plan of the people's Republic of China. It was the largest pharmaceutical factory in China and even Asia at that time. Its completion and production completely changed the situation in which Chinese antibiotics (penicillin, streptomycin) were heavily dependent on imports. It plays an important role in the development of Chinese antibiotic industry and plays an important role in the construction and development of the city. The time range of this study is from 1953 to 1965. On the basis of fully considering the influence of the changes in the domestic and foreign environment on the growth of Chinese medicine during this period, this paper discusses the construction process of the project. The situation of production, operation and management after putting into production and some thoughts caused by the growth process of Chinese medicine in the past 13 years. This paper fully affirms the historical contribution of North China Pharmaceutical Factory. And the great role of the "156 projects" of Soviet aid in the process of industrialization in China. In order to look at the influence of "156 projects" of Soviet aid and the following Soviet factors on many fields of Chinese society more objectively, this paper tries to make a fair evaluation of the traditional planned economy system. Rich experiences and lessons are very beneficial to China's economic construction. It can also provide necessary historical reference for the development of today's enterprises.
