【摘要】：抗戰(zhàn)爆發(fā)以后,中國(guó)國(guó)內(nèi)政治局面隨之發(fā)生變化,中國(guó)共產(chǎn)黨將其土地政策調(diào)整為減租減息,以期達(dá)到既可以解決農(nóng)民問(wèn)題,又不孤立地主的目的,保證抗戰(zhàn)的順利進(jìn)行。晉察冀邊區(qū)作為抗戰(zhàn)時(shí)期中共建立最早的根據(jù)地,其開(kāi)展減租減息運(yùn)動(dòng)的過(guò)程復(fù)雜,具有階段性,并在其農(nóng)村社會(huì)內(nèi)部引發(fā)了深刻的社會(huì)變遷。本文以1937年到1945年的晉察冀邊區(qū)為主要的研究對(duì)象,試圖在前人研究的基礎(chǔ)上,對(duì)減租減息政策的具體實(shí)施過(guò)程有一個(gè)更加清晰詳細(xì)的認(rèn)識(shí),探討和分析了減租減息過(guò)程之中各個(gè)利益集團(tuán)之間的制衡及中國(guó)共產(chǎn)黨給予的對(duì)策,同時(shí)揭示了減租減息帶給農(nóng)村、農(nóng)民的巨大意義。 文章分為引言、正文、結(jié)語(yǔ)三個(gè)部分。在引言部分,概述了本文的研究目的和意義,對(duì)以往的減租減息研究做了詳細(xì)的回顧,闡述了本文的創(chuàng)新之處以及具體的研究方法。論文正文分為三個(gè)部分。第一章主要介紹晉察冀邊區(qū)的自然環(huán)境和社會(huì)經(jīng)濟(jì)狀況,主要包括晉察冀邊區(qū)的建立情況、自然條件、社會(huì)狀況、地權(quán)分配狀況、階級(jí)結(jié)構(gòu)、租佃關(guān)系以及借貸關(guān)系等;第二章是文章的主體部分,詳細(xì)論述了晉察冀邊區(qū)減租減息運(yùn)動(dòng)的全過(guò)程,主要分為三個(gè)階段:初步實(shí)施階段、深入開(kāi)展階段和徹底實(shí)行階段,對(duì)各個(gè)階段減租減息政策的頒布、實(shí)施以及落實(shí)情況做了系統(tǒng)的闡釋,對(duì)于減租減息各個(gè)階段涌現(xiàn)出的問(wèn)題也有具體闡述,并分析了減租減息過(guò)程中農(nóng)民、地主、共產(chǎn)黨的反應(yīng)和三方的微妙關(guān)系;第三章主要闡述了減租減息運(yùn)動(dòng)對(duì)于農(nóng)村社會(huì)結(jié)構(gòu)、農(nóng)民生活和晉察冀邊區(qū)不斷鞏固壯大的重要意義。結(jié)語(yǔ)部分對(duì)減租減息運(yùn)動(dòng)的過(guò)程進(jìn)行了全面的總結(jié),并對(duì)晉察冀邊區(qū)減租減息前后的變化進(jìn)行了比較概括,從而較為全面的認(rèn)識(shí)了中共政權(quán)的介入對(duì)農(nóng)村社會(huì)的影響。
[Abstract]:After the outbreak of the War of Resistance against Japan, the domestic political situation in China changed, and the Communist Party of China adjusted its land policy to a reduction in rent and interest, in the hope that the problem of peasants could be solved without isolating the landlords. As the earliest base area established by the Communist Party of China during the War of Resistance against Japan, the process of carrying out the campaign of rent and interest reduction in the Shanxi-Chahai-Hebei Border region is complex and phased. This paper takes the Shanxi-Cha-Ji Border region from 1937 to 1945 as the main research object, and tries to base on the previous studies. We have a clearer and more detailed understanding of the concrete process of implementing the policy of reducing rent and interest rates, and have discussed and analyzed the checks and balances among various interest groups in the process of rent and interest reduction and the countermeasures given by the CPC. At the same time, it reveals the great significance of reducing rent and interest rate to the countryside and farmers. The article is divided into three parts: introduction, text and conclusion. In the introduction, the purpose and significance of this paper are summarized, and the previous researches on rent reduction and interest reduction are reviewed in detail. The paper is divided into three parts. The first chapter mainly introduces the natural environment and social and economic situation of Shanxi-Cha-Ji border region, including the establishment of Shanxi-Cha-Ji border area, natural conditions. The second chapter is the main part of the article, which discusses the whole process of the movement of rent reduction and interest reduction in Shanxi-Cha-Cha-Hebei Border region in detail. It is mainly divided into three stages: the initial implementation stage, the in-depth development stage and the thorough implementation stage. The promulgation, implementation and implementation of the rent and interest reduction policy in each stage are systematically explained. The problems in various stages of rent and interest reduction are also elaborated, and the subtle relations between peasants, landlords and the Communist Party in the process of rent and interest reduction are analyzed. The third chapter mainly expounds the important significance of the rent and interest reduction movement to the rural social structure, the life of the peasants and the strengthening of the Shanxi-Cha-Cha-Hebei Border region. The conclusion part summarizes the process of the rent and interest reduction movement in an all-round way. The changes before and after the rent reduction and interest reduction in Shanxi-Cha-Ji border area are summarized, so that the influence of the Chinese Communist regime on rural society is fully understood.
