【摘要】：交通運(yùn)輸是國民經(jīng)濟(jì)的命脈,是物質(zhì)生產(chǎn)和商品流通的支柱。同時(shí)也是人民生活富裕、文化發(fā)達(dá)、國防鞏固的重要保證。不論何時(shí),交通運(yùn)輸?shù)陌l(fā)展始終是一個(gè)國家或地區(qū)發(fā)展的重要課題之一。中國古代交通是以水路結(jié)合的方式建立起來的道路系統(tǒng)和郵驛制度,到了近代社會(huì),尤其在清末民初,建立在西方工業(yè)文明基礎(chǔ)上的現(xiàn)代化交通運(yùn)輸體系隨著中西交流的加劇被輸入中國。汽車和筑路技術(shù)開始出現(xiàn)并代替中國的傳統(tǒng)郵驛制度發(fā)揮其在國民經(jīng)濟(jì)中的作用。本文立足陜西本地,論述陜西近代公路建設(shè)事業(yè)之興起、發(fā)展和高潮。并在此基礎(chǔ)上,分析這一時(shí)期陜西公路交通管理情況。文章首先從公路局的機(jī)構(gòu)設(shè)置,包括中央公路機(jī)構(gòu)和陜西地方公路機(jī)構(gòu)的介紹,了解公路機(jī)構(gòu)內(nèi)部的具體設(shè)置；其次從公路管理方面,主要從兩個(gè)大方向公路修建和公路養(yǎng)護(hù)與管理方面進(jìn)行分析,從整體上把握陜西民國期間公路修建的情況,感受其發(fā)展變化；再次從交通管理方面,主要從行車管理和駕駛?cè)藛T管理兩個(gè)方面對(duì)民國時(shí)期的交通管理進(jìn)行分析；最后,綜合分析評(píng)價(jià)這一階段陜西公路在建設(shè)和管理方面的重要意義與作用,分別從對(duì)抗戰(zhàn)支援和對(duì)陜西地區(qū)社會(huì)生活方面來分析。本論文對(duì)陜西省公路及其交通的管理進(jìn)行分析,以期強(qiáng)化公路交通在現(xiàn)代國民經(jīng)濟(jì)發(fā)展和人民生活中的重要性。
[Abstract]:Transportation is not only the lifeblood of the national economy, but also the pillar of material production and commodity circulation. It is also an important guarantee for the people's life and prosperity, the development of culture, and the consolidation of national defense. The development of transportation has always been one of the important topics for the development of a country or region. In ancient China, traffic was a road system and post system established by the combination of water and road. In modern society, especially in the late Qing Dynasty and the beginning of the Republic of China, The modern transportation system based on the western industrial civilization was imported into china with the intensification of the communication between china and western countries. Automobile and road building technology began to appear and replaced china's traditional post-post system to play its role in the national economy. This article is based on the local Shaanxi, This paper discusses the rise, development and climax of modern highway construction in Shaanxi Province. On this basis, it analyzes the situation of highway traffic management in Shaanxi in this period. Including the introduction of the central highway organization and the Shaanxi local highway organization, to understand the specific setting within the highway organization; secondly, from the road management aspect, mainly from two main directions highway construction and highway maintenance and management aspect carries on the analysis. From the overall grasp of the situation of highway construction during the Republic of Shaanxi, feel its development and change; again from the traffic management, mainly from the traffic management and driver management two aspects of traffic management analysis of the Republic of China period of traffic management; finally, Comprehensive analysis and evaluation of the significance and role of Shaanxi highway in the construction and management of this stage, respectively from the support of anti-Japanese war and the social life of Shaanxi region, this paper analyzes the management of highway and traffic in Shaanxi Province. In order to strengthen the importance of highway traffic in the development of modern national economy and people's life.
