【摘要】：本文以1912—1931年間東北災(zāi)荒為研究對象，大量搜集和挖掘東北地方文獻(xiàn)資料，借鑒區(qū)域史研究理論和方法，從社會科學(xué)角度對災(zāi)荒資料進(jìn)行了較為系統(tǒng)的梳理。運(yùn)用歷史地理學(xué)、災(zāi)害學(xué)、環(huán)境學(xué)等學(xué)科知識與方法對災(zāi)荒自然屬性進(jìn)行探究，統(tǒng)計災(zāi)荒發(fā)生的時空分布情況，分析歸納災(zāi)荒發(fā)生的特點(diǎn)；運(yùn)用歷史學(xué)、社會學(xué)、經(jīng)濟(jì)學(xué)等學(xué)科知識和方法對災(zāi)荒社會屬性進(jìn)行分析，重點(diǎn)考察民初社會應(yīng)對災(zāi)荒的情況及能力，主要從政府賑濟(jì)、民間救助、倉儲備荒和巫術(shù)救荒幾個方面來進(jìn)行闡述，并探究東北災(zāi)荒帶來的影響。主要內(nèi)容如下 第一章東北災(zāi)荒的成因。主要從自然因素和社會因素兩個方面探析災(zāi)因重點(diǎn)從氣候、水系、山脈、地質(zhì)等方面考察其成災(zāi)的自然環(huán)境；從對生態(tài)的破壞和政治背景考察其成災(zāi)的社會環(huán)境，如民初政治腐敗、戰(zhàn)亂頻繁、租賦繁重等社會因素使之民不聊生，大大降低了社會整體御災(zāi)能力。 第二章東北災(zāi)荒的歷史考察。重點(diǎn)對東北多發(fā)的水災(zāi)、旱災(zāi)、冰雹和瘟疫四種災(zāi)害來進(jìn)行考察，，介紹東北災(zāi)情；分析歸納東北災(zāi)荒發(fā)生的特點(diǎn)：從時間分布上看，發(fā)生頻繁，無年不災(zāi)；從空間地域看，災(zāi)區(qū)廣大，無地不災(zāi)；從災(zāi)害發(fā)生種類看，多災(zāi)并發(fā)，接連不斷，種類繁多，危害嚴(yán)重。 第三章東北災(zāi)荒的官賑措施。東北地方政府設(shè)立賑務(wù)機(jī)構(gòu)對災(zāi)情進(jìn)行管理，通過報災(zāi)、勘災(zāi)和查災(zāi)鑒定災(zāi)情，實(shí)施賑濟(jì)。首先，急賑以緩災(zāi)情。主要措施有撥發(fā)賑糧、賑款、設(shè)施粥廠和實(shí)行以工代賑等；其次，幫扶生產(chǎn)。實(shí)行借貸、蠲緩等；最后，調(diào)控市場，平抑物價。主要措施是“禁糧出運(yùn)”和平糶政府賑濟(jì)措施一定程度上緩解了災(zāi)情，賑濟(jì)中體現(xiàn)了近代化的色彩。但政治的腐敗，賑濟(jì)中的中飽私囊等消極因素，弱化了政府賑災(zāi)能力，使政府救濟(jì)如杯水車薪。 第四章東北災(zāi)荒的社會救濟(jì)。民賑群體主要來源于社會慈善團(tuán)體、紳商政府官員等社會上層人士，還有平民階層的個人義舉。社會救濟(jì)對當(dāng)時比較弱化的政府御災(zāi)能力是一個強(qiáng)有力的補(bǔ)充，并逐漸承擔(dān)了社會救濟(jì)的主要角色，對賑災(zāi)發(fā)揮著舉足輕重的作用。 第五章東北地區(qū)的倉儲備荒。倉儲備荒是當(dāng)時東北政府應(yīng)對災(zāi)害的主要防災(zāi)舉措，由于政府對官倉建設(shè)的能力有限，積極鼓勵加強(qiáng)東北各地義倉的建設(shè)。各地民間對義倉積谷的征收和使用、義倉的建設(shè)和管理、倉董的任命等情況都制定了較為完善的規(guī)章制度。但在實(shí)際運(yùn)行和管理中還是弊端叢生，義倉積谷被挪用、變谷生金、中飽私囊、倉董失職、天災(zāi)人禍等情況時有發(fā)生，使義倉積谷遭受巨大損失，弱化了義倉積谷災(zāi)時急賑的重要作用。 第六章東北旱災(zāi)與禳彌信仰。這是古代消極的救災(zāi)思想，被歷代所沿用和效仿。由于民國時期政治腐敗、戰(zhàn)亂頻繁、傳統(tǒng)思想根深蒂固，加之民眾受教育水平低，使巫術(shù)救荒在民國時期東北地區(qū)一度盛行，統(tǒng)治者積極組織參與祈神禳災(zāi)，使巫術(shù)救荒更加得到了人們的敬畏，達(dá)到所謂的階級調(diào)和。其實(shí)質(zhì)是政府御災(zāi)能力降低的表現(xiàn)，巫術(shù)救荒不僅貽誤了最佳的救災(zāi)時機(jī)，而且浪費(fèi)了大量的人力、物力和財力，進(jìn)一步加深了災(zāi)民的痛苦。 第七章東北災(zāi)荒的影響。災(zāi)荒造成東北人口的死亡與流移；破壞了東北人們的生產(chǎn)生活；加劇東北社會環(huán)境的惡化，導(dǎo)致東北社會秩序的失控和階級矛盾的激化。 民國時期災(zāi)荒距今較近，對今天東北地區(qū)的防災(zāi)、減災(zāi)和救災(zāi)等工作也可以提供歷史教訓(xùn)與借鑒，并對東北地域經(jīng)濟(jì)投資的預(yù)測性和針對性提供理論依據(jù)，具有重要的現(xiàn)實(shí)意義。
[Abstract]:This paper takes 1912 - 1931 years of famine in Northeast China as the research object, collecting and mining of local literature in Northeast China, drawing on regional history theory and method, makes a systematic summary of calamity information from the social science perspective. Using historical geography, disaster science, environmental science and other disciplines of knowledge and methods to explore the nature of famine the temporal and spatial distribution of statistical analysis summarized the characteristics of the famine, the famine; the use of history, sociology, economics and other disciplines of knowledge and methods to analyze the social attribute of famine, and the ability to focus on the investigation of the early social response of the famine relief, mainly from the government, civil relief, warehousing preparedness and magic famine elaborates several aspects. And to explore the impact of the Northeast caused by famine. The main contents are as follows
The first chapter of northeast famine. Mainly from natural factors and social factors of the two aspects of disaster because of focus from climate, water, mountains, geological and other aspects in the natural environment; to inspect the disaster from the damage to the ecology and political background of the social environment, such as the political corruption, frequent wars, heavy taxes the social factors that greatly reduces the overall social The people are destitute., ability to resist disaster.
The second chapter of the history of the northeast. Focus on the Northeast famine prone to flood, drought, hail and plague of four kinds of disasters to inspect disaster in the Northeast; analysis summarized the characteristics of northeast famine occurred frequently: look, from the time of distribution, no disaster; from the space domain, the majority of the disaster area, no not from the disaster; disaster types, more complicated disaster, continuously, many kinds of serious harm.
The third chapter is the famine of the official relief measures. The Northeast Local Government set up relief mechanism for the management of the disaster, the disaster, disaster survey and check disaster disaster relief. The implementation of identification, first of all, urgent relief to ease the situation. The main measures include the disbursement of relief food, so, porridge factory facilities and the implementation of welfare to work; secondly, helping the production. The implementation of loan, relief and so on; finally, to regulate the market, stabilize prices. The main measures are "no grain shipped" peace at the government relief measures to alleviate the disaster relief, embodies the modern color. But the political corruption, the relief of self and other negative factors, weakening the government relief, the government relief as an utterly inadequate measure.
The fourth chapter is the social relief. The famine relief of the people groups mainly from social charity, government officials and businessmen of social elite and civilian individuals owed. Social relief is a powerful supplement to the weakening of the government was to resist disaster ability, and gradually take the main role of social relief, play an important role in disaster relief.
In the fifth chapter, the warehousing preparedness is a major disaster prevention measures. Warehousing preparedness was northeast of the government's response to the disaster, the government of Guan Cang Construction Co., actively encourage and strengthen the construction of the Northeast granary. Around around the folk of granary product collection and use of the valley, the construction and management of the warehouse granary, etc. are named Dong establish more perfect rules and regulations. But in the actual operation and management or abuse, misappropriation of granary Valley, valley becomes Shengjin, Dong Bin embezzlement, dereliction of duty, natural calamities and man-made misfortunes happen frequently, the granary Valley suffered huge losses, weakening the role of granary Valley disaster emergency relief.
The sixth chapter northeast drought and let Mi faith. This is the ancient negative thoughts, is the history of the use and follow. Because of the political corruption, frequent wars, traditional thought ingrained, and people's education level is low, the magic famine in the northeast region of the Republic of China is popular, rulers participated actively in praying disaster the more, the magic famine obtained people's fear, to reconcile the so-called class. Its essence is to reduce the government ability to resist disaster, not only delay the magic famine relief the best time, but also waste a lot of manpower, material and financial resources, and further enhance the suffering of the victims.
The seventh chapter is about the impact of Northeast China's famine. The famine caused the death and migration of the northeastern population. It destroyed the production and life of the northeastern people, and aggravated the deterioration of the Northeast social environment, resulting in the social order in Northeast China being out of control and the intensification of class contradictions.
During the period of the Republic of China, the famine is relatively close. It can also provide lessons and lessons for the disaster prevention, disaster reduction and disaster relief in Northeast China today, and provide a theoretical basis for the prediction and pertinence of the economic investment in Northeast China, which has important practical significance.
