【摘要】：近代以來,當(dāng)延續(xù)千年文明的傳統(tǒng)中國與工業(yè)化武裝起來的西方在兩極相逢之時(shí),外交理念和外交制度便成為兩種不同社會(huì)形態(tài)交鋒的焦點(diǎn)。正是在這種沖突與融合中,清政府傳統(tǒng)的朝貢體制逐漸崩潰,涉外權(quán)利逐漸下移,形成新的對外交涉體制。在此過程中,清政府的外交制度也相應(yīng)的做了調(diào)整和轉(zhuǎn)變。在中央,設(shè)立總理衙門總攬外交事務(wù),并設(shè)立南北洋通商大臣作為輔助機(jī)構(gòu)來處理一些重大的外交事務(wù)。在地方,對外交涉機(jī)構(gòu)也相應(yīng)的做了調(diào)整：一是原來負(fù)責(zé)地方事務(wù)守巡道兼職的海關(guān)道,其職能擴(kuò)大為監(jiān)管關(guān)稅及部分對外交涉事務(wù),二是地方督撫大員設(shè)立不納入地方正式編制的,帶有幕僚性質(zhì)的洋務(wù)局等專職對外交涉機(jī)構(gòu),以辦理具體對外交涉事宜。 本文以晚清洋務(wù)局這一地方外交機(jī)構(gòu)為研究方向。從東部沿海交涉事務(wù)繁雜省份設(shè)立洋務(wù)局入手,以洋務(wù)局的流變?yōu)榫�索,以個(gè)別省份(甘肅)洋務(wù)局為個(gè)案,詳細(xì)系統(tǒng)論述洋務(wù)局的設(shè)立,發(fā)展演變及其活動(dòng)。從而揭示出洋務(wù)局的設(shè)立,在一定程度上雖然削弱了清政府一元化的中央專制統(tǒng)治,但是洋務(wù)局適時(shí)適地的設(shè)立,在減少中外交涉摩擦、促進(jìn)地方近代化建設(shè)方面都發(fā)揮了重要作用。文章以設(shè)立洋務(wù)局為一面鏡子,折射出近代中國在中外沖突的激流中,地方外交體制、地方近代化建設(shè)是如何步履蹣跚的擠入世界近代化浪潮。
[Abstract]:Since modern times, when the traditional China, which continues the millennium civilization, meets the industrialized West at the two poles, the diplomatic concept and the diplomatic system have become the focus of the confrontation between the two different social forms. It is in this kind of conflict and fusion that the diplomatic concept and the diplomatic system become the focus of the confrontation between the two different social forms. The traditional tributary system of the Qing government gradually collapsed, and the foreign rights gradually moved down, forming a new system of foreign negotiation. In the process, the diplomatic system of the Qing government was also adjusted and changed accordingly. Setting up the Premier Yamen to take charge of foreign affairs, and setting up the Minister of Foreign Affairs of the North and the South as a subsidiary organ to handle some major foreign affairs. The foreign negotiation bodies have also made corresponding adjustments: first, the customs roads, which were formerly responsible for local affairs and part-time patrol, have expanded their functions to supervise customs duties and some foreign negotiations, and second, the establishment of local governors and caretakers has not been formally established by the local authorities. Foreign Affairs Bureau with the nature of staff and other full-time foreign negotiation agencies to deal with specific foreign negotiations. This paper takes the Westernization Bureau of the late Qing Dynasty as the research direction, starting with the establishment of the Westernization Bureau in the provinces with complicated eastern coastal affairs, taking the evolution of the Westernization Bureau as the clue, and taking the Westernization Administration of some provinces (Gansu) as a case study. The establishment, development and evolution of the Westernization Bureau and its activities are systematically discussed in detail, thus revealing that the establishment of the Westernization Bureau, to a certain extent, weakened the centralized autocratic rule of the Qing government, but the establishment of the Westernization Bureau at the right time. It has played an important role in reducing the frictions between China and foreign countries and promoting the construction of local modernization. The article regards the establishment of the Bureau of Westernization Affairs as a mirror, reflecting the local diplomatic system of modern China in the rapids of Chinese and foreign conflicts. Local modernization construction is how to stagger into the wave of world modernization.
