【摘要】： 全國性大備戰(zhàn)是中國共產(chǎn)黨和毛澤東在“文化大革命”臨近之即,針對當(dāng)時(shí)嚴(yán)峻的國際形勢,在事關(guān)國家安全和國家利益問題上做出的重要戰(zhàn)略決策。此次備戰(zhàn)不可避免的受到“文化大革命”的干擾和破壞,并對二十世紀(jì)中國政治、經(jīng)濟(jì)、社會(huì)發(fā)展,乃至國防和外交都產(chǎn)生了重大而深遠(yuǎn)的影響。本文在借鑒國內(nèi)外學(xué)者研究成果的基礎(chǔ)上,運(yùn)用史論結(jié)合和辯證分析的方法,對“文化大革命”時(shí)期備戰(zhàn)的歷史背景、重要舉措進(jìn)行了分析和探討,對備戰(zhàn)的影響進(jìn)行了客觀評價(jià),對備戰(zhàn)的現(xiàn)實(shí)啟示也提出自己的拙見。本文力求本著實(shí)事求是的態(tài)度,在學(xué)術(shù)上有所創(chuàng)新,為做好新時(shí)期軍事斗爭準(zhǔn)備和加快社會(huì)主義現(xiàn)代化建設(shè),構(gòu)建社會(huì)主義和諧社會(huì)提供寶貴經(jīng)驗(yàn)和有益借鑒。 全文由引言和四個(gè)部分組成。 論文的第一部分,分析了全國大備戰(zhàn)的歷史緣起。備戰(zhàn)是中國共產(chǎn)黨和毛澤東依據(jù)20世紀(jì)六十年代國際形勢和中國周邊安全環(huán)境,做出分析和判斷,從而采取的正確的戰(zhàn)略決策。 論文的第二部分,闡述了“文化大革命”時(shí)期備戰(zhàn)的重要舉措。重點(diǎn)從加強(qiáng)戰(zhàn)備動(dòng)員、調(diào)整工業(yè)布局、建設(shè)國防工程體系、研發(fā)尖端武器等四個(gè)方面進(jìn)行了分析和回顧。 論文的第三部分,對“文化大革命”時(shí)期備戰(zhàn)進(jìn)行了客觀評價(jià)。闡述了“文化大革命”與備戰(zhàn)之間的相互影響,肯定了備戰(zhàn)的積極作用,分析了備戰(zhàn)帶來的負(fù)面效應(yīng)。 論文的第四部分,總結(jié)經(jīng)驗(yàn)教訓(xùn),論述了“文化大革命”時(shí)期備戰(zhàn)對今天社會(huì)主義現(xiàn)代化建設(shè)和國防軍隊(duì)建設(shè)的現(xiàn)實(shí)啟示。
[Abstract]:The nationwide preparations for the war were made by the CPC and Mao Zedong at the approach of the "Cultural Revolution," in view of the grim international situation at that time. Important strategic decisions made on issues related to national security and national interests. The preparations for the war were inevitably disrupted and undermined by the "Cultural Revolution," and in 20th century, China's political, economic, and social development, Even national defense and foreign affairs have had a significant and far-reaching impact. Based on the research achievements of scholars at home and abroad, this paper applies the methods of historical theory and dialectical analysis to the historical background of preparing for war during the "Cultural Revolution". The important measures are analyzed and discussed, the influence of preparing for war is evaluated objectively, and the practical enlightenment of preparing for war is also put forward. This paper tries its best to innovate academically in the attitude of seeking truth from facts. It provides valuable experience and useful reference for preparing for the military struggle in the new period, speeding up the construction of socialist modernization and building a harmonious socialist society. The full text is composed of introduction and four parts. The first part of the paper analyzes the historical origin of the national preparations for the war. The preparation for the war is an analysis and judgment made by the Communist Party of China and Mao Zedong according to the international situation in 1960s and the security environment around China. To take the right strategic decision. In the second part of the paper, the important measures of preparing for war during the period of "Cultural Revolution" are expounded, which are analyzed and reviewed from four aspects: strengthening the mobilization of war preparedness, adjusting the industrial layout, constructing the national defense engineering system, and researching and developing advanced weapons. In the third part of the paper, the author makes an objective evaluation of the preparation for war during the period of "Cultural Revolution", expounds the interaction between the "Cultural Revolution" and the preparation for war, affirms the positive role of preparing for war, and analyzes the negative effect brought about by preparing for war. In the 4th part of the paper, the author summarizes the experience and lessons, and discusses the realistic enlightenment of preparing for the war during the "Cultural Revolution" period to the socialist modernization construction and the national defense army construction today.
