【摘要】：全面抗戰(zhàn)爆發(fā)至皖南事變前后,陜甘寧邊區(qū)爭(zhēng)取國(guó)民政府的財(cái)政經(jīng)濟(jì)援助是國(guó)共兩黨關(guān)系中的一個(gè)重要問(wèn)題,其中最直接和最重要的一項(xiàng)援助就是國(guó)民政府提供給邊區(qū)大量的資金援助�？箲�(zhàn)爆發(fā)后,基于改善邊區(qū)落后的經(jīng)濟(jì)狀況,救援邊區(qū)頻繁的自然災(zāi)害和安置涌入邊區(qū)的抗戰(zhàn)災(zāi)民需要,根據(jù)抗日民族統(tǒng)一戰(zhàn)線(xiàn)中國(guó)共兩黨達(dá)成的協(xié)議,國(guó)民政府除每月下?lián)苤袊?guó)共產(chǎn)黨領(lǐng)導(dǎo)的八路軍、新四軍額定的軍費(fèi)作為邊區(qū)日常開(kāi)支,還根據(jù)邊區(qū)的實(shí)際情況需求,多次向邊區(qū)提供了數(shù)目不小的資金援助,用于發(fā)展農(nóng)業(yè),修筑公路,賑濟(jì)難民等用途。這些財(cái)政經(jīng)濟(jì)方面的援助作為中共中央及陜甘寧邊區(qū)政府財(cái)政收人的重要來(lái)源之一,不僅使中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的抗日軍隊(duì)經(jīng)費(fèi)有所保證,而且也為邊區(qū)抗戰(zhàn)初期實(shí)行體養(yǎng)民力的財(cái)政經(jīng)濟(jì)奠定了基礎(chǔ)。財(cái)政經(jīng)濟(jì)援助是國(guó)共兩黨交涉的一個(gè)經(jīng)常性問(wèn)題,既體現(xiàn)了國(guó)共雙方之間的合作,也反映了兩黨之間的博弈,受到國(guó)共關(guān)系變化的影響很大。因此,本文從邊區(qū)爭(zhēng)取國(guó)民政府財(cái)政經(jīng)濟(jì)援助的歷史背景,邊區(qū)對(duì)財(cái)政經(jīng)濟(jì)援助的爭(zhēng)取與國(guó)民政府財(cái)政經(jīng)濟(jì)援助的發(fā)放,國(guó)民政府財(cái)政經(jīng)濟(jì)援助的數(shù)量與邊區(qū)的具體分配使用,邊區(qū)對(duì)國(guó)民政府財(cái)政經(jīng)濟(jì)援助使用后的匯報(bào),以及邊區(qū)爭(zhēng)取國(guó)民政府財(cái)政經(jīng)濟(jì)援助的歷史意義與產(chǎn)生的問(wèn)題等五個(gè)方面全面詳細(xì)客觀地闡述這一歷史過(guò)程,弄清楚圍繞財(cái)政經(jīng)濟(jì)援助國(guó)共兩黨之間的細(xì)節(jié)交涉問(wèn)題。
[Abstract]:The outbreak of the Anti Japanese War to the southern Anhui Incident, the Shaanxi Gansu Ningxia border region for the national government financial aid is an important problem in the relations of the two parties, one of the most direct and the most important one is the national government to provide assistance to the large amount of money aid. After the outbreak of war, the improvement of backward economic situation based on the rescue frequent natural disasters and the influx of war victims are in need of resettlement, according to the Anti Japanese national united front China total agreement between the two parties, the national government allocated eight per month in addition to the leadership of the Communist Party of Chinese Army, the New Fourth Army military rated as the daily expenses, according to the actual needs of the times, provides a large number of funds to the border region, for the development of agriculture, the construction of roads, relieve the refugees and other purposes. These financial and economic assistance for the CPC Central Committee and the Shaanxi Gansu Ningxia border One of the important sources of government revenue, not only to the leadership of the Communist Party of the Anti Japanese armed forces Chinese funding guarantee, but also for the implementation of raising their body during the early days of the financial and economic foundation. Financial aid is always a problem between the two parties to negotiate, not only embodies the cooperation between the two sides, but also reflects the the game between the two parties, the relationship between the changes affected greatly.
