【摘要】：重慶地處西南內(nèi)陸,自古以來與外界交流相對較少。1891年,重慶開埠,這才真正開啟了重慶對外交流的歷史。此后,重慶海關(guān)建立,王家沱日租界設(shè)立。這些都為外籍人員來渝創(chuàng)造了有利條件�？谷諔�(zhàn)爭全面爆發(fā)后,國府遷渝,來重慶的外籍人員大幅度增加,有普通商人、有傳教士、有記者、有軍人等。這些外籍人員在工作生活的同時,不可避免的會與當(dāng)?shù)卣蛎癖姲l(fā)生相互作用。本文即以抗戰(zhàn)期間外籍人員在渝的基本情況以及其與重慶國民政府之間的相互作用為主要研究對象。本文在開篇論述了抗戰(zhàn)時期來渝外籍人員的數(shù)量、國籍、職業(yè)等各方面的構(gòu)成和變化,包括抗戰(zhàn)期間在渝外籍人員的人口分布和人口構(gòu)成以及國府遷渝前后重慶外籍人員人口數(shù)量的變化。在文章的第二部分,本文主要論述了抗戰(zhàn)期間重慶國民政府對外籍人員的管理,先是對晚清、民國時期政府對外籍人員較為不成熟的管理狀況作了概述;其后又對抗戰(zhàn)時期重慶國民政府對在渝外籍人員的主要管理機(jī)構(gòu)和分類管理政策作了詳細(xì)研究;最后,對該時期重慶外籍人員管理的特點及存在的問題作了總結(jié)。在文章的第三部分,筆者詳細(xì)論述了重慶外籍人員對重慶乃至中國抗戰(zhàn)所產(chǎn)生的影響,包括在渝外籍記者、外籍軍事人員及其他國籍人員對抗日戰(zhàn)爭的影響。在文章的最后部分,筆者對抗戰(zhàn)時期外籍人員與中國政府的交流互動作了總結(jié)性陳述�？偟膩碚f,抗日戰(zhàn)爭時期,在國府遷渝的大背景下,來渝的外籍人員在人口數(shù)量、結(jié)構(gòu)等方面均產(chǎn)生了較大的變化,重慶國民政府對來渝外籍人員的管理也根據(jù)時局的變化做出了相應(yīng)的調(diào)整,而在渝的外籍人員也在一定程度上對重慶乃至中國抗戰(zhàn)產(chǎn)生了較大的影響。
[Abstract]:Chongqing is located in the southwest inland, and since ancient times there has been relatively little communication with the outside world. In 1891, Chongqing opened a port, which really opened the history of Chongqing's external exchanges. Since then, Chongqing Customs has been established. These created favorable conditions for foreigners to come to Chongqing. After the outbreak of the War of Resistance against Japan, the National Government moved to Chongqing, and the number of foreigners coming to Chongqing increased substantially, with ordinary businessmen and missionaries. There are reporters, there are soldiers and so on. These foreigners are working and living at the same time. This paper focuses on the basic situation of foreigners in Chongqing during the War of Resistance against Japan and the interaction between them and the Chongqing National Government. This paper discusses the number of foreigners coming to Chongqing during the Anti-Japanese War. Nationality, occupation and other aspects of the composition and changes, including the population distribution and demographic composition of foreigners in Chongqing during the Anti-Japanese War, as well as the changes in the number of foreigners in Chongqing before and after the National Government moved to Chongqing. In the second part of the article. This paper mainly discusses the Chongqing National Government's management of foreign personnel during the Anti-Japanese War, first of all, the late Qing Dynasty and the Republic of China government made an overview of the relatively immature management of foreign personnel; Subsequently, the Chongqing National Government made a detailed study on the main administrative institutions and classified management policies of expatriates in Chongqing during the Anti-Japanese War. In the third part of the article, the author discusses in detail the influence of Chongqing expatriates on Chongqing and even China's Anti-Japanese War. Including foreign journalists in Chongqing, foreign military personnel and other nationalities of the impact on the War of Resistance against Japan. In the last part of the article. The author made a concluding statement on the exchange and interaction between foreigners and the Chinese government during the Anti-Japanese War. In general, during the Anti-Japanese War, under the background of the relocation of the National Government to Chongqing, the number of expatriates coming to Chongqing was in the population. The structure and other aspects have changed greatly, and the Chongqing National Government has made corresponding adjustments to the management of expatriate personnel in Chongqing according to the changes in the current situation. The foreigners in Chongqing also had a great influence on Chongqing and even China's War of Resistance to Japan to a certain extent.
