【摘要】：松柏漢墓木牘所載詔令為漢文帝果獻(xiàn)令。詔令要求漢中郡三縣貢獻(xiàn)枇杷至京師,用于祭祀宗廟。詔令中"人少者,財(cái)助",指地方政府采取優(yōu)待性征調(diào)和出錢雇傭人力的方式來協(xié)助郵遞、傳送等工作。據(jù)西北漢簡(jiǎn),"財(cái)助"人員主要有"司御"、"小未傅"。漢代貢獻(xiàn)制度凸顯較強(qiáng)的隨意性、伸縮性,其高昂運(yùn)費(fèi)實(shí)為地方財(cái)政之重負(fù)。
[Abstract]:Pine and cedar Han tombs contained in the Dahir for the Chinese emperor fruit order. Royal decree requires Hanzhong County three counties to contribute loquat to the capital, used to worship the temple. In the Dahir, "people are small, financial assistance" means that local governments use preferential recruitment and employment of manpower to assist in postal delivery, transmission, and so on. According to the northwest Han slips, "financial assistance" personnel are mainly "minister", "Xiao Wei Fu." The contribution system of Han Dynasty highlights its arbitrariness and flexibility, and its high freight cost is the heavy burden of local finance.
