【摘要】：正漢代初年,經(jīng)過血腥的秦末戰(zhàn)爭(zhēng)和楚漢之戰(zhàn),國(guó)家陷入赤貧�！稘h書·食貨志》載:"漢興……天下既定,民亡蓋藏,自天子不能具醇駟,而將相或乘牛車。"皇帝無力使用四匹同樣顏色的馬,而將相們上朝竟然邋遢到坐牛車的地步。經(jīng)過文景之治,"至武帝之初七十年間,國(guó)家亡事,非遇水旱,則民人給家足,都鄙廩庾盡滿,而府庫(kù)馀財(cái)"。也就是說,漢初的高祖、呂后、文帝、景帝等歷代主政者,已經(jīng)做好了社會(huì)財(cái)富的超級(jí)大蛋糕。到漢武帝即位之初,社會(huì)面臨的最大問題,就是如何切分這塊大蛋糕了。然而,漢武帝初年,國(guó)庫(kù)能調(diào)動(dòng)的財(cái)力仍十分有限。原因是:漢朝的權(quán)貴利益集團(tuán),聚斂了絕大部分的社會(huì)財(cái)富,霸占了國(guó)家大部分利益。而社會(huì)貧富分化更是觸目驚心:一面是權(quán)貴豪門奢華無度;
