【摘要】： 本文通過(guò)對(duì)金代第四帝完顏亮在位期間對(duì)境內(nèi)女真、契丹、奚、渤海、漢族政策的論述,認(rèn)為完顏亮的民族政策與以前諸帝相比具有較少民族歧視與偏見(jiàn),統(tǒng)治機(jī)構(gòu)中各族參用,同時(shí)還具有恩威并重,因俗而治等特點(diǎn)。 完顏亮把提高本民族的自樹(shù)能力,處理好與境內(nèi)各族的關(guān)系,維護(hù)統(tǒng)治作為自己的首要任務(wù)。為提高本民族的自樹(shù)能力,他大刀闊斧的實(shí)行了女真漢化改革,不僅促進(jìn)了女真社會(huì)政治、經(jīng)濟(jì)、文化的發(fā)展,而且促進(jìn)了民族融合。為消除民族矛盾與對(duì)立,完顏亮致力于弱化民族間的歧視與偏見(jiàn),在確保統(tǒng)治民族利益的前提下,努力做到“貴賤一也”。在中央機(jī)構(gòu)中參用各族上層,為金朝社會(huì)的發(fā)展與進(jìn)步作出了很大的貢獻(xiàn)。完顏亮還實(shí)施了恩威并重的政策,首先安撫和籠絡(luò)各族人,為維護(hù)自己的統(tǒng)治和女真社會(huì)的進(jìn)步出力,在各族發(fā)生叛亂之時(shí)便施之以威,決不姑息手軟,采取強(qiáng)硬的鎮(zhèn)壓手段。完顏亮作為一個(gè)少數(shù)民族統(tǒng)治者,其民族政策的制定和實(shí)施必定是統(tǒng)治階級(jí)意志的體現(xiàn),必然存在一定的局限性。但總的來(lái)講,筆者認(rèn)為完顏亮弱化民族歧視與偏見(jiàn)、中央機(jī)構(gòu)中各族參用等政策,非常難能可貴。一些民族政策還被后世所效仿、發(fā)揚(yáng),他的民族政策對(duì)社會(huì)發(fā)展和民族融合起到了不可忽視的歷史作用。
[Abstract]:Based on the exposition of the policies of the fourth Emperor of Jin Dynasty during the reign of Nu Zhen, Qidan, Xi, Bohai Sea and Han nationality, the author thinks that the beautiful national policy has less national discrimination and prejudice than the previous emperors. Governing institutions of all ethnic groups use, but also with grace, due to customs and governance and other characteristics. Yan-liang made it his first priority to improve his own self-cultivation ability, to handle the relations with all ethnic groups in China and to maintain his rule. In order to improve his nationality's ability of self-cultivation, he carried out the reform of Nu Zhen's Sinicization, which not only promoted the development of social politics, economy and culture, but also promoted the national integration. In order to eliminate ethnic contradictions and opposites, Yan Liang devotes himself to the weakening of discrimination and prejudice between nationalities, and strives to achieve the goal of "one between the noble and the inferior" under the premise of ensuring the interests of the ruling nation. The use of the upper levels of various ethnic groups in the central organs has contributed greatly to the development and progress of the Jin Dynasty society. Wan Liang also carried out a policy of giving equal weight to grace. First of all, he appeased and won over the people of all ethnic groups. In order to safeguard his own rule and the progress of the real society, he exercised force in times of rebellion of all ethnic groups, and would never relent and take strong measures of repression. As a minority ruler, Yan Liang's national policy formulation and implementation must be the embodiment of the ruling class will, there must be certain limitations. But generally speaking, the author thinks that it is very commendable to be able to completely weaken the national discrimination and prejudice, and to use the policies of all ethnic groups in the central organization. Some national policies have been emulated by later generations. His national policies have played an important historical role in social development and ethnic integration.
